UPDATE - HURRICANE SANDY CAUSES OYSTER CREEK ALERT AND SHUTDOWNS OF REACTORS AT NINE MILE POINT UNIT 1, INDIAN POINT UNIT 3, AND SALEM UNIT 1 This Preliminary Notification updates information discussed in PNO-I-12-007 which discussed Notice of Unusual Event and Alert declarations at Oyster Creek due to high intake water levels and storm related shutdowns of 3 other reactors in Region I. The licensees for Salem Unit 1, Nine Mile Point Unit 1 and Indian Point Unit 3 resolved the conditions and equipment issues that led to their shutdowns. Following successful preliminary capability assessments of the offsite emergency preparedness (EP) program by the Federal Emergency Management Agency, the units were returned to power operations. NRC inspectors at each plant reviewed licensee actions and verified these equipment issues and other conditions were properly addressed prior to plant startup.

Exelon declared an Unusual Event and an Alert due to high water levels in the Oyster Creek intake structure during the storm and has since restored plant systems to their normal shutdown lineups and is continuing with its scheduled refueling outage. NRC post-event review of Exelon's EP activities during the storm, have resulted in the initiation of a Special Inspection Team (SIT), which began on November 13, 2012. The focus of the SIT is to review circumstances surrounding Exelon's event declaration activities related to water level increases at the intake structure during the storm on October 29, 2012.

NRC post-event review of Exelons EP activities during the storm, have resulted in the initiation of a Special Inspection Team (SIT), which began on November 13, 2012. The focus of the SIT is to review circumstances surrounding Exelons event declaration activities related to water level increases at the intake structure during the storm on October 29, 2012.

This information has been reviewed with licensee plant management for each utility. This preliminary notification is issued for information only and no further update by the staff is planned.
