DCS No.: 05000311 Date: July 15, 2011 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE - PNO-I-11-002 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. Some of the information received may not yet be fully verified or evaluated by the Region Staff.

SALEM GENERATING STATION NOTIFICATION OF UNUSUAL EVENT DUE TO REACTOR COOLANT SYSTEM LEAK GREATER THAN 10 GPM AND TECHNICAL SPECIFICATIONS REQUIRED SHUTDOWN Salem Generating Station Unit Two (Salem U2) declared an Unusual Event at 8:53 p.m. on July 14, 2011, based on a greater than 10 gpm leak that occurred during a monthly venting of Emergency Core Cooling System piping. The leak was observed in a safety relief valve line in the high head safety injection piping.

Operators successfully terminated the leak within several minutes by shutting the associated high head safety injection isolation valve. The licensee declared both trains of high head safety injection inoperable and entered both TS 3.0.3 and TS 3.5.2. Salem U2 has completed the required shutdown in accordance with TS 3.0.3 and TS 3.5.2. and is currently in Mode 5.

Salem U2 operators exited the Unusual Event on July 15 at 3:39 a.m. based on termination of the leak and necessary actions to assure the leak would remain isolated. Both trains of high head safety injection remain inoperable pending repairs to the relief valve line. Additional safety-related equipment was not adversely impacted during this event.

The NRC Resident Inspector responded to the site to monitor this event. The NRC will continue to evaluate the event. The NRC Region I Public Affairs Office is prepared to respond to media inquiries.

Region I received initial notification of this occurrence by telephone call from the licensee to the Headquarters Operations Officer at 9:50 p.m. The information presented herein has been discussed with PSEG and is current as of July 15, at 2:30 p.m.

This preliminary notification is issued for information only and no further action by the staff is anticipated.
