Russell November 16, 1994 Dear Mr. Russellc This letter and its attachments constitute an application for an amendment of the license conditions and technical specifications (T/Ss) for Donald C. Cook Nuclear Plant Units 1 and 2.

Specifically, we are proposing to modify T/S 3.9.3, for both units, to allow start'f core offload 100 hours0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br /> after core subcriticality instead of the 168 hours0.00194 days <br />0.0467 hours <br />2.777778e-4 weeks <br />6.3924e-5 months <br /> currently specified. Also included in this submittal are necessary changes (corrections) to, minor typographical omissions in Figure 5.6-1 "Normal Storage Pattern (Mixed Three Zone)" and Figure 5.6-2 "Interim Storage Pattern (Checkerboard)." In addition, some clarifications are included to the spent nuclear fuel pool storage rack boral poison surveillance program committed to in AEP:NRC:1146.

Attachment 1 provides a detailed description of the proposed changes, justification for the changes, and our determination of no significant hazards consideration performed pursuant to 10 CFR 50.92. Attachment 2 contains an 'analysis report performed by Holtec International supporting our justification for the earlier fuel movement change. Attachment 3 contains existing T/S pages marked to reflect the proposed changes. Attachment 4 contains the affected T/S pages with the proposed changes incorporated.

We believe that the proposed changes will not result in (1) a significant change in the types of any effluent that may be released offsite or (2) a significant increase in individual or cumulative occupational radation exposure.
