During the week of May 7th, 2018, the staff from the Maryland University Training Reactor (MUTR) and the University Campus Police participated in the National Level Exercise 2018 Eagle Horizon (NLE18). The exercise was designed to test the federal government in its ability to maintain its mission essential functions while having to evacuate the National Capitol Region.
The Nuclear Regulatory Commission (NRC) was evaluated on how well it was able to meet its essential functions. This is the first time that a non-power reactor licensee has participated in an exercise, and the role MUTR played was invaluable.
In preparing for the exercise, NRC staff met with MUTR staff, specifically the Associate Director Amber Johnson, to develop exercise scenarios that would assist the NRC in examining its Continuity of Operations capabilities. Ms. Johnsons knowledge of the facility, license conditions, and the security plan allowed us to develop realistic scenarios that challenged both the NRC and MUTR staff during the exercise. Ms. Johnsons time and professionalism is much appreciated. I would like to take this opportunity to thank you, your staff, and Captain Ecker for their participation in this exercise, and look forward to working together on future exercises.
At this years Test, Research, and Training Reactors Annual Meeting, the NRC is planning to discuss NLE18 and the lessons learned from the exercise. The NRC would like to invite Ms. Johnson to co-present with a NRC staff member during the NRC day. The presentation would discuss the purpose of the exercise and the insights and lessons learned by both the NRC and MUTR, with the ultimate goal of asking for volunteers for future exercises. As more licensees participate, and the NRC practices with this group of licensees, we all learn and become better prepared for any real-world incidents.
