Maryland University Training Reactor Annual Operating Report, 2017 1 Introduction The University of Maryland Training Reactor (MUTR) is an open-pool type, TRIGA facility licensed for operation at 250 kW thermal power. The MUTR is primarily used for operator training and tours for groups internal and external to the university. In addition, the facility provides neutron and gamma irradia-tions, and neutron activation analysis experiments for undergraduate lab classes and graduate research.

2 Reactor Usage Between January 1, 2017 to December 31, 2017, the MUTR operated for a total of 71 runs, which are categorized as follows:

Operator Training and Requalification 28 runs Tours, Labs, and Demonstrations 17 runs Calibration, Maintenance, and Surveillance 15 runs Irradiations or Activations 11 runs The total energy produced during this period was 5.6MWh with a corre-sponding burnup of 0.29 grams of U-235.

3 Surveillance Tests and Inspections All required surveillance tests and inspections were preformed at the intervals required by Technical Specification 4.0.

4 Changes to Facility A 3-ton electric hoist was installed to replace t he 1.5 ton chain-fall crane previ-ously installed in the high-bay. During March, 19 fuel elements were transferred from storage at Idaho National Lab and placed into the storage buckets in the reactor pool.

5 Environmental Surveys of Surrounding Areas Environmental surveys include the routine environmental dosimeter measure-ments at t he facility perimeter and the remainder of the locations on campus.

Measurements at all points were well within the historical norms.

Figure 1: Location of dosimeters and MUTR 6 Radioactive Release and Discharge to the En-vironment 6.1 Liquid T he Reactor Storage Sump was discharged during this reporting period. On January 24 and J anuary 26, 201 7, radioactivity analysis was carried out using a High Purity Germanium (HPGe) detector for gamma analysis and a liquid scintillation counter for alpha/beta analysis. The results of the analyses showed all levels of detectable radioactivity to be below t he sewer release and effluent concentration limits as indicated in NRC 10CFR20 Appendix B.

6.2 Gaseous and Argon-41 The only release from the MUTR to the environment consists of Argon-41 pro-duced from the activation of natural Argon dissolved in pool water and natural Argon present in air within the interstitial spaces of beams and ports. Argon-41 escapes from the pool and spaces into the MUTR reactor building and then leaks to areas outside the building. The two main areas for assessment of public dose due to effluent release are outside the roll-up door on t he north side of the reactor building and outside the lower reception room into the hallway 1398.

For this reporting period t he reactor was operated for 207.44 hours5.092593e-4 days <br />0.0122 hours <br />7.275132e-5 weeks <br />1.6742e-5 months <br />. EPA CAP88 was utilized to determine the dose outside the roll-up door to be l.34x10- 1 mrem. The dose in the hallway 1398 from any effluent release is 3.82x10- 4 mrem.

Maryland University Training Reactor Annual Operating Report, 2017 7 Summary of Exposure Received by Facility P ersonnel and Visitors As part of the annual ALARA audit, facility management reviewed exposure records and found all badged personnel received less than 10% of their annual dose limit. The pocket dosimeters recorded minimal exposure for all guests and service personnel.

7.1 Fue l Shipment Exposure Results Twenty-two individuals directly supported the receipt of slightly irradiated fuel elements. The worker types are outlined as follows:

  • Fuel Element Handler/ Operator
  • RSO /Health Physicist
  • STS Personnel Occupational doses were monitored by the assignment of Mirion lnstadose Dosime-ters and TLDs. In addition, several alarming neutron-gamma electronic dosime-ters were also employed during the project. Workers performing tasks involving fuel transfer were assigned a Mirion Instadose; eleven Instadoses were assigned.

At various times during the project, and at least at the end of each day, t he accumulated dose recorded by the Mirion Instadose was documented. No dose above the minimum reportable dose of 3 mrem was observed. Each worker was also assigned a whole-body TLD to measure occupational whole body exposures for the entire project; twenty-two TLD badges were assigned . Twenty of the whole body TLDs recorded no dose above t he TLD minimum reportable dose of 10 mrem. One Fuel-Element Handler/Operator's whole-body dose recorded measured 20 mrem; another measured 11 mrem.

Seventeen extremity TLD badges (TLD or ring badge) were assigned to workers directly involved in the tasks involving fuel transfer. The extremity TLDs measured doses to the hands, arms and/or feet. Fifteen extremity badges recorded no dose above the 10 mrem for TLD or 30 mrem for ring badge, minimum reportable dose. One Fuel-Element Handler/Operator's extremity dose measured 23 mrem; another measured 13 mrem.

In addition to t he routine area monitors for the MUTR, fifteen additional lo-cations at the perimeter of the work zone and within the MUTR reactor bay and bridge, were assigned a Mirion lnstadose Dosimeter as an Area Monitor. Ex-posures were assessed daily at the close of each of the three workdays involving fuel-handling tasks. Twelve locations recorded no dose above the 3 mrem min-imum recordable dose for the Mirion lnstadose monitors for t he entire project.

  • Run# 4646 period scram on November 14, 2017 There were no reportable occurrences during this reporting period.

9 Experiments During this time an experiment to Determine the Effect of Mixe,d Neutron/ Gamma Photons on Cardiac Cell Survival And Gene Expression was performed. Ad-ditional neutron activation analyses were carried out in support of university classes.

10 Changes 1n Facility Staff During this period 2 ROs, and 2 SRO upgrades were added to the roster. A previous SRO license was re-instated . Removed from the roster were 2 SROs.
