tailings.Atpresent,theNRCrequires:
--thatanearthencover(orapprovedalternativecover)beplacedoveruraniummilltailingstocontrolthereleaseof radon-222gasesattheendofmillingoperations;and--thattheearthencoverbedesignedtoprovidereasonableassurancethatreleasesofradonwillnotexceedanaverageof20 picocuriespersquaremeterpersecondandthatthebarrierbe effectiveincontrollingradonreleasesfor1,000yearstothe extentreasonablyachievableand,inanycase, foratleast200years.Asproposed,theagencyalsowouldrequire:
--thattheemplacementoftheearthencoverbecarriedoutinaccordancewithawritten,NRC-approvedplanthatincludes enforceabledatesforthecompletionofkeyreclamationmilestone activities;and
--thattheplanprovideforthecompletionofthefinalradonbarrier(anderosionprotectionfeatures)asexpeditiously asispracticableconsideringtechnologicalfeasibilityafterthe pileorimpoundmentceasesoperation.Therewouldalsobeagoalofcompletingthefinalradonbarrierforspecifiednon-operationaluraniummilltailing impoundmentsbyDecember31,1997,and,forallother impoundments,sevenyearsafterthedateonwhichthe impoundmentsceaseoperation.WrittencommentsontheproposedruleamendmentstoPart40oftheCommission'sregulationsshouldbereceivedbyDecember 20,1993.TheyshouldbeaddressedtotheSecretaryofthe Commission,NuclearRegulatoryCommission,Washington,DC20555, Attention:DocketingandServiceBranch.
