Dear Dr.Murley:

This letter constitutes an application for amendment to the Technical Specifications (T/Ss)for the Donald C.Cook Nuclear Plant Units 1 and 2.Specifically, we are proposing changes to Section 6.0 (Administrative Controls)of the T/Ss and to the corresponding references in Section 3.0/4.0.The primary changes relate to the responsibilities of the Plant Nuclear Safety Review Committee (PNSRC)and the Nuclear Safety and Design Review Committee (NSDRC).Other changes are editorial or are proposed for clarification.

Section 6.0 T/S pages have been entirely renumbered as a result of these changes.Only changes to the text have been denoted by a side bar, however.Text shifted to a different page has not been barred as has been our practice in the past.A detailed description of the proposed changes and our analyses concerning significant hazards considerations are included in Attachment 1 to this letter..Attachment 2 contains the proposed revised T/S pages.The pages in Attachment 2 also contain the proposed changes submitted in AEP:NRC:06590, dated September 6, 1988.That submittal was prepared based on the guidance contained in Generic Letter 88-06.If the changes being proposed in this letter (AEP:NRC:0659M) are reviewed and approved before those proposed in our previous letter (AEP:NRC:06590), appropriate changes to page numbering will be required, and changes submitted in our letter AEP:NRC:06590 that are included in this letter (AEP:NRC:0659M) will have to be deleted.We believe that the proposed changes will not result in (1)a significant change in the types of effluents or a significant increase in the amount of any effluents that may be released (85'08310274 89082m PDR ADOCK OS000315 J

Dr.T.E.Murley-2-AEP:NRC:0659M offsite, or (2)a significant increase in individual or cumulative occupational radiation exposure.These proposed changes have been reviewed by the PNSRC and the NSDRC.In compliance with the requirements of 10 CFR 50.91(b)(1), copies of this letter and its attachments have been transmitted to Mr.R.C.Callen of the Michigan Public Service Commission and Mr.G.Bruchmann of the Michigan Department of Public Health.This document has been prepared following Corporate procedures that incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.
