2.1 Flood
Hazard Reevaluation Extension Request Page 2 hazards. The NRC subsequently identified in Reference 2 the submittal date to report the results of the Flooding Hazard Reevaluation (FHR) for the Palo Verde Nuclear Generating Station (PVNGS), a Category 2 plant, as March 12, 2014. Reference 3 provides guidance regarding requests for extensions of the hazard reevaluation submittal dates. Reference 4 provided the APS justification for the extension of the scheduled submittal date for the flooding hazard reevaluation report to December 12, 2014. Reference 5 is the NRC Request for Additional Information (RAI) regarding the APS extension request.Reason for the Delay The reasons for the delay are as follows:* APS requires additional time to complete review and validation of the flooding hazard reevaluation calculation results involving watershed effects by independent consultants.
- APS requires additional time to perform new Local Intense Precipitation (LIP)analysis and evaluations for the areas in close proximity to PVNGS power block buildings.
- APS requires additional time to perform evaluations of safe shutdown equipment functionality verification and margin analysis, if needed, as a result of potential LIP water intrusion.
These reviews are necessary to provide the complete flooding hazard reevaluation report.Proposed Schedule for the Submittal of a Complete Hazard Reevaluation Report The enclosed extension schedule provides a breakdown of the time required to complete the following additional activities:
- Complete calculation third party independent review* Validation, verification and final selection of technical approach for LIP analysis* Input validation and refinement for LIP / discussion with state and county agencies* Perform new LIP analysis* Safe shutdown equipment functionality verification and margin analysis, if needed* Preparation of final submittal Basis for the Acceptability of the Revised Schedule This extension request was justified in Reference
- 4. The enclosure to this letter contains the revised schedule of analyses and activities remaining for submittal of the FHR for PVNGS.
