OPPD Information Concerning Available Phys i cal Margin Regarding the Flooding Aspects of Recommendations 2.3 of the Near-Term Task Force Review of Insights from the Fukushima Dai-ichi Accident Reference 2 requests that all sites that submitted the results of a flooding protection walkdown performed in accordance with Nuclear Energy Institute (NEI) 12-07, Guidelines for Performing Verification Walkdowns of Plant Flood Protection Features provide information concerning methods used to determine Available Physical Margin (APM). OPPD completed the flood protection walkdowns at Fort Calhoun Station (FCS) and submitted the results in References 3 and 4. The process used to determine APM for Fort Calhoun Station utilized information from the Updated Safety Analysis Report (USAR), specifically, Section 2.7 Site and Environs Hydrology. USAR Section 2.7.1.2, River Stage and Flow states that flooding protection is provided by removable flood barriers which extend to 1,014 feet and also states: The Corps of Engineers estimate of the flood level that might result from the failure of Oahe or Fort Randall dams coincident with the probable maximum flood that produces the 1 , 009.3 foot flood is 1,014 feet. The APM was determined using the he i ght of the flood barriers and the flood level. The APM process was always consistent with the guidance in FAQ-030 and NEI 12-07 , and no changes to the process were required. Employment with Equal Opportunity U. S.
