ZS is prepared to support an NRC review and inspection of the Zion Nuclear Power Station (ZNPS)

Independent Spent Fuel Storage Installation (ISFSI) and security program.

On December 20, 2011, the NRC issued Order EA-1 1-268 to ZS to implement additional security measures at the ZNPS ISFSI. In January 2012, ZS provided NRC a matrix in response to Sections III.B and III.C of the Order, which included our approach for implementation of the requirements described in Attachments 1 and 2 of the Order (Reference 2). SAFEGUARDS INFORMATION ZionSolutions, LLC ZS-2013-0403 Page 2 of 2 updated to summarize the implementation of the specific Order requirements. The updated Order compliance matrix is included in this submittal as Enclosure 1.

Construction of the ZNPS ISFSI was completed on September 25, 2013 with the facility being turned over to the security department. Implementation and testing of required systems, structures and equipment has been completed and reliable performance and detection capabilities have been successfully demonstrated. ISFSI personnel have been trained on applicable ZNPS ISFSI plans and procedures and demonstrated the capability to support ISFSI operations. We have reviewed the ZNPS ISFSI security program and features and have confirmed the ZNPS ISFSI's operational readiness. The transfer of spent fuel and Greater-Than Class C (GTCC) low level radioactive waste from the ZNPS spent fuel pool to the ZNPS ISFSI will begin when NRC approval is received.

This letter is decontrolled upon removal from this document. Pursuant to 10 CFR 72.4, ZS is requesting the NRC withhold Enclosure 1 of this letter from public disclosure as it contains Safeguards Information of a type specified in 10 CFR 73.22(a)(1) and 10 CFR 73.22(a)(4). In accordance with 10 CFR 2.390, a copy of this cover letter, when detached from Enclosure 1, does not contain Safeguards Information.

In accordance with 10 CFR 72.4, ZS is notifying the State of Illinois of this response to NRC Order EA- 11-268 by transmitting a copy of this letter to the designated State Official.
