.t December 19, 2024 ULNRC-06890 U.S. Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555-0001 10 CFR 50.55a Ladies and Gentlemen:

DOCKET NUMBER 50-483 CALLAWAY PLANT UNIT 1 UNION ELECTRIC CO.

RENEWED FACILITY OPERATING LICENSE NPF-30 10 CFR 50.55a(z)(1) REQUESTS FOR RELIEF FROM INSERVICE INSPECTION REQUIREMENTS OF ASME BOILER PRESSURE VESSEL CODE, SECTION XI Pursuant to 10 CFR 50.55a (z)(1), Union Electric Company (Ameren Missouri) requests Nuclear Regulatory Commission (NRC) approval of the enclosed (two) relief requests for the Callaway Plant.

The enclosed relief requests are identified as IWE-01 and IWE-02. Callaway's third 10-year Containment Pressure Boundary Inservice Inspection (ISI) Program, which began December 1, 2017 and ends on November 20, 2026, complies with the 2007 Edition through the 2008 Addenda of the American Society Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (BPVC),Section XI.

Relief request IWE-01 proposes an alternative to the pneumatic leakage test requirement of ASME BPVC,Section XI, IWE-5221(a). Specifically, Ameren Missouri proposes, for weld repairs made on the Instrument Tunnel Sump liner during Callaway's refueling outage (RFO) in the Fall of 2023, that the pre-weld visual examination of the defect removal areas and the post-weld visual and surface examinations performed for the affected areas, are an acceptable alternative until a pneumatic leakage test can be performed in accordance with IWE-5224 (bubble test-vacuum box technique) during Callaway's RFO in the Spring of 2025.

Relief request IWE-02 proposes an alternative to the pre-weld surface examination requirement of ASME BPVC,Section XI, IWA-4422.2.2(a). Specifically, Ameren Missouri proposes, for weld repairs on the Instrument Tunnel Sump liner during Callaway's refueling outage (RFO) in the Fall of 2023, that the pre-weld visual examination of the defect removal areas and the post-weld visual and surface examinations performed for the affected areas, in addition to the pneumatic leakage test

ULNRC-06890 December 19, 2024 Page 2 of 4 scheduled to be performed in the Spring of 2025 in accordance with IWE-5224, are an acceptable alternative to the 1W A-4422.2.2(a) surface examination requirement.

Supporting information, including the justification for each request, is provided in the enclosed relief requests. Ameren Missouri respectfully requests review and approval of request IWE-01 and IWE-02 by April 1, 2025. This approval date is being requested to support the orderly coordination of Containment Boundary ISi work being scheduled for the RFO in the Spring of 2025.

Please contact Thomas B. Elwood at (314) 225-1905 if there are any questions about this submittal.

This letter does not contain new commitments.
