Clinton Power Station Technical Specifications for Full Power Operating License

Dear Mr. Denton:

This letter supplements Illinois Power Company's (IP) letter dated January 8, 1987 (U-600785) and provides additional changes that IP requests be included in the Technical Specifications (CPS-TS) which will accompany the full-power operating license for the Clinton Power Station. These changes represent clarification and enhancements to the Technical Specifications. The justifications and the proposed marked-up pages are attached. None of these changes affect IP's ability to safely operate the Clinton Power Station under its current license. Thus, no amendment of the present low-power license is being requanted.

These changes to the CPS-TS have been reviewed and are consistent in all material aspects with the FSAR as amended, the Safety Evaluation Report and its Supplements No. 1-7 and the as-built plant. An affidavit relating to this certification accompanies this letter.

Justification ,

The purpose of this note is to allow for testing to determine operability in accordance with Specifications 3/4.1.3.2 and 3/4.1.3.4. In addition, this change is consistent with changes made to other BWR Technical Specifications (LaSalle, River Bend, Perry, and Hope Creek),
