Welding of Temporary and Permanent Non-Safety Attachments to Safety-Related Structures and Components

Dear Mr. Keppler:

In Illinois Power's final report on the subject deficiency (Ref: IP Letter U-0192, L. J. Koch to J. G.

Keppler, dated October 24, 1980), Illinois Power (IP) committed to the following, concerning attachment to the containment liner:

" Existing temporary attachments to the containment liner are either being removed with MT or PT performed on the base metal, or are being suitably reworked and documented for leaving in place as an ASME Section III minor permanent attachment.

The purpose of this letter is to amend the subject final report to reflect the corrective action taken. The revised commitment is as follows:

" Existing temporary attachments to the containment liner are either being 1) stubbed (i.e., cut off as close as practical to the weld to avoid affecting the liner base metal), or 2) are being left in place on the liner, or 3) are being removed completely. Those that are being removed completely are followed by an MT or PT of the base metal as stated in the original commitment. The remainder of the attachments were dispositioned by nonconformance reports or field change requests which provide justification for the actions taken by items 1 and 2 above."

The original commitment was made in the final report on the subject 10CFR50.55(e) as well as the Final Safety Analysis Report (FSAR). This commitment was revised when it was determined that the commitment had not been met as stated and.a subsequent review determined the commitment to be unnecessarily restrictive. ___ ,,-

U-600594 L14-86 ( 06-10 )-L 1A.120 Nonconformance reports (NCRs) and Field Change Requests (FCRs) were initiated to document the deviations from this commitment and were dispositioned in accordance with approved site procedures utilizing appropriate technical and quality information. In addition to the revision of the 10CFR50.55(e) commitment, the FSAR (Appendix B) has also been amended to reflect this change.

Illinois Power has prepared internal reports which document our investigation and evaluation of this matter and were provided to NRC Region III for review at the Clinton Power Station (CPS) as part of a routine safety inspection (Report No. 50-461/85060).

We trust that this amendment to the subject final report provides sufficient information to clarify the actual corrective action taken to resolve this reportable deficiency.
