"Burndy-Husky Welds on Electrical Hangers"-

Dear Mr. Keppler:

On February 14, 1983, Illinois Power Company received a Potential 10CFR21 Report from Baldwin Associates concerning welds on vendor fabricated cable tray hangers. Based on an evaluation, Illinois Power Company is providing the following information to the Commission in accordance with the requirements of 10CFR Part 21.21(b)(3).

(i) D. P. Hall, Vice President of Illinois Power Company, by means of this report, hereby informs the Commission of a 10CFR Part 21 defect.

(ii)

The welds of concern are the DV-10 and DV-15 welds which are designed to restrain the longitudinal movement of cable trays.

(iii) The cable tray hangers were supplied by Burndy-Husky who subcontracted their fabrication to Midland-Ross Corporation.

(iv) Failure of these welds during a seismic event could mean damage to the hangers, possibly resulting in collapse of the tray, and damage to the safety and non-safety cables inside.

(v) . Illinois Power was informed of this potential defect by Baldwin Associates on February 14, 1983.

(vi) All hangers with DV-10 and DV-15 welds reworked as a result of this investigation are listed on Attachment 1.

(vii) All DV-10 and DV-15 welds were inspected and Deviation Reports (DRs) and Nonconformance Reports (NCRs) were. initiated as apgropriate. These reports were dispositioned Rework to Design" and on November 20, 1965, all rework was completed.
