COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NOS. 50-445 and 50-446 FSAR AMENDMENT 61 DESCRIPTION

Dear Mr. Noonan:

Amendment 61 to the CPSES FSAR was transmitted to you under a separate cover letter dated December 19, 1986 (TXX-6161). This amendment includes two revision packages which have been previously transmitted as advance copies and a change to Chapter 17 which has not been previously transmitted.

By letter dated September 12, 1986, logged TXX-5006, TUGCo transmitted an advance copy of FSAR revisions which incorporated changes related to the Stone

& Webster Engineering Corp (SWEC) piping and pipe support requalification effort. Additional information describing the changes was provided by TXX-5049 dated October 7, 1986. The NRC staff reviewed these changes and in a letter dated November 4,1986, found them to be acceptable for inclusion in a regular FSAR amendment.

Also, by letter dated November 10, 1986, logged TXX-6086, TUGCo transmitted an advance copy of FSAR revisions which incorporated changes related to the implementation of General Design Criterion (GDC) 4 as modified by rule on april 11, 1986. A detailed description of those changes was provided in that letter.

The text of the FSAR revisions contained in Amendment 61 is unchanged from the FSAR revisions previously transmitted except for the following changes on page 3.98-4:

1. In the advance submittal, in item 2 under " Emergency Condition", the words "small steam line" were revised to read "small high energy line". Under

" Faulted Conditions", in item 2, the words "large steam line" were revised to read "large high energy line". These two changes were subsequently determined to be inappropriate and the original words have been replaced in Amendment 61.

2. In the advance submittal, item "b" under " Emergency Conditions" was deleted. This item was subsequently determined to be applicable and has been replaced as item "4" under " Emergency Conditions" in this amendment.

In addition, FSAR page 17.1-32 has been revised as follows:

1. An expanded definition of a deficiency report (DR) and a nonconformance report (NCR) has been added for clarity.
2. The sentence describing when an NCR is to be used has been revised to describe when an NCR or DR is tb be used.
3. The word " deficiency" has been replaced by the word "nonconformance" in items 1, 2 and 3 to clarify that this section is intended to describe how aonconformances are documented.
4. The word "or" has been added to the end of items 1 and 2, and the word "or" at the end of item 3 has been replaced by "and" to indicate that item 4 is to be considered in conjunction with items 1,'2 and 3.

The Chapter 17 changes do not constitute a reduction in commitments made in the quality assurance program previously accepted by the NRC.
