REFERENCE:

Notice of Availability of the Models for Plant-Specific Adoption of Technical Specifications Task Force Traveler TSTF-493, Revision 4, "Clarify Application of Setpoint Methodology for LSSS Functions," dated May 11, 2010.

Dear Sir or Madam:

In the referenced document, the NRC approved TSTF-493, Revision 4, "Clarify Application of Setpoint Methodology for LSSS Functions" and provided models for plant-specific adoption.

TSTF-493 contains two options. Option B of TSTF-493 allows the licensee to relocate Allowable Values and, if applicable, Nominal Trip Setpoints from the Technical Specifications to a licensee-controlled document. Option B incorporates a reference to an NRC-approved licensee setpoint methodology into the Setpoint Control Program, which is a new Administrative Controls program in the Technical Specifications.

The TSTF-493 Notice of Availability and the referenced model Safety Evaluation and model application describe required attributes of the licensee setpoint methodology description submitted when adopting Option B. However, early experience with plant-specific adoption of TSTF-493, Option B, indicates that additional guidance is needed to ensure that licensees provide sufficient information for the NRC to perform their review.

The TSTF requests that the NRC develop and make publically available, guidance and recommendations for an adequate TSTF-493, Option B, licensee description of their setpoint methodology.

The TSTF has invited the NRC to participate in an industry workshop on TSTF-493 adoption to be held on December 6 and 7 in Marco Island, Florida. We ask that the NRC provide the requested information as soon as possible and that the TSTF and NRC meet to resolve any questions, followed by NRC presentation of the information at the workshop.
