Items of Interest Week Ending SEPTEMBER 20, 2019 Public Meeting to Discuss Peach Bottom Subsequent License Renewal Draft Environmental Impact Statement On September 12, 2019, the staff held a public meeting in Delta, PA, to present the preliminary results of its Draft Supplemental Environmental Impact Statement (DSEIS) for the Peach Bottom Units 2 and 3 subsequent license renewal application review. The focus of the meeting was to obtain public comments on the DSEIS. The public comment on the DSEIS closed September 23. Approximately 27 people attended the meeting, including representatives from the Pennsylvania Department of Environmental Protection, Beyond Nuclear, Inc., Three Mile Island Alert, and Exelon Corporation.

Public Meeting to Discuss NRC's draft Fuel Burnup and Enrichment Extension Preparation Strategy Project Plan On September 12, 2019, the staff held a public meeting with industry representatives from the Nuclear Energy Institute (NEI) and the Electric Power Research Institute (EPRI) to seek feedback on the NRC's draft Fuel Burnup and Enrichment Extension Preparation Strategy (project plan) (ADAMS Accession No. ML19242E192).* The project plan outlines the staff's strategy for licensing higher burnup and increased enrichment limits that the industry is pursuing along with the deployment of accident tolerant fuel (ATF). Industry stressed that improved plant economics with increased burnup/enrichment were critical to continued operation of many facilities. Industry also described their strategy of a "phased in" approach to coincide ATF batch loading in 2023 with incrementing burnup/enrichment to their target extensions. NEI provided feedback on the draft plan during the meeting and intends to provide a letter with specific comments by the end of September 2019.

Advisory Committee on Reactor Safeguards Subcommittee Meeting to Discuss the Technical Evaluation Report of In-Vessel Debris Effects and Closure of GSl-191 On September 16, 2019, staff met with the Advisory Committee on Reactor Safeguards (ACRS)

Thermal-Hydraulic Phenomena Subcommittee. This meeting was a follow-up to an April 19, 2019, meeting discussing the technical evaluation report (TER) of in-vessel debris effects and closure of GSl-191, "Assessment of Debris Accumulation on PWR Sump Performance." During the meeting, the staff and ACRS discussed the revisions made to the TER and the path forward for the industry to address the criteria identified in the report. The staff also provided information regarding the staff guidance document to address compliance with Title 10 of the Code of Federal Regulations 50.46(b)(5).

Advisory Committee on Reactor Safeguards Subcommittee Meeting to Discuss Draft Interim Staff Guidance for Chromium-Coated Cladding On September 17, 2019, the staff presented the development strategy for draft interim staff guidance (ISG) for chromium-coated cladding to the Office of the Advisory Committee on Reactor Safeguards, Metallurgy and Reactor Fuels Subcommittee. The ISG will serve as the concept-specific licensing roadmap for staff reviews of applications involving fuel products with chromium-coated zirconium alloy cladding . The staff informed the subcommittee that the SEPTEMBER 26, 2019 ENCLOSURE C

information contained in the ISG was intended to ensure that all known degradation and failure mechanisms for chromium-coated zirconium alloy fuel cladding are considered , such that their impact on the acceptance criteria contained in Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants (NUREG-0800), Chapter 4 Reaction and Chapter 15 Transient and Accident Analysis, can be assessed. NEI also presented, to the subcommittee, their perspectives on the ISG . The draft ISG will be published in the Federal Register by the end of September to solicit public comment. A public meeting to discuss comment resolution is planned for early December to support guidance publication by the end of the year.

Items of Interest Week Ending SEPTEMBER 20, 2019 Fitness for Duty Drug Testing Requirements: Proposed Rule and Draft Regulatory Guide; Request for Comment; Part 26 of Title 10 *of the Code of Federal Regulations

On September 16, 2019, the NRC published a document in the Federal Register (84 -FR 48750) proposing to amend its regulations regarding fitness for duty (FFD) programs for certain NRC licensees and other entities to more closely align the NRC's drug testing requirements with the updates made in the 2008 publication of the U.S. Department of Health and Human Services "Mandatory Guidelines for Federal Workplace Drug Testing Programs," which became effective on October 1, 2010. The proposed rule would also incorporate lessons learned from implementation of the NRC's current FFD regulations. These changes would enhance the ability of NRC licensees and other entities to identify individuals using illegal drugs, misusing legal drugs, or attempting to subvert the drug testing process. The proposed rule would also provide additional protections to individuals subject to drug testing and would improve the clarity, organization, and flexibility of the NRC's FFD regulations. The NRC is also requesting comment on Draft Regulatory Guide 5040. Comments are requested by December 2, 2019.

The purpose of this contract is to provide conference meeting space, light refreshments, audio visual support and sleeping rooms for the Nuclear Regulatory Commission's (NRCs) Annual Regulatory Information Conference (RIC) . The period of performance of this contract is from September 19, 2019, through September 18, 2020, with two 1-year option periods. The total potential value over the life of the award is $816,802.11 .
