Items of Interest Week Ending AUGUST 30, 2019 Information Notice to Inform Byproduct Materials Licensees of the Results of a Staff Assessment on the Potential Need for Cyber Security Requirements On August 20, 2019, the staff issued IN 2019-04, "Effective Cyber Security Practices to Protect Digital Assets of Byproduct Material Licensees" (ADAMS Accession No. ML18044A350), to inform licensees of the results of an assessment conducted by the staff on the potential need for cyber security requirements for byproduct materials licensees and to communicate effective cyber security practices to protect digital assets.

Public Meeting to Discuss Newly-Developed Probabilistic Risk Assessment (PRA)

Methods On August 21, 2019, the staff held a public meeting with representatives from the Nuclear Energy Institute (NEI) and the Pressurized Water Reactor Owners Group (PWROG) to continue discussions on industry's proposal for newly-developed PRA methods. NEl's proposal would allow licensees to leverage industry's peer-review of PRAs to adopt newly-developed methods and obviate the need for some licensing amendment requests. Staff and industry discussed and agreed on various accomplishments for three short-term tasks (endorsement of NEI 17-07, endorsement of a PWROG guidance document, and adjusting several internal processes to accommodate NEI proposal) and two longer-term tasks (updating RG 1.200 on an expedited basis and enhancing the Reactor Oversight Process to address needs of risk-informed initiatives). The staff plans to complete all short-term tasks in fiscal year 2019 with completion of all tasks by May 2020.

Staff Approves the Transfer of the Operating Authority of Pilgrim Nuclear Power Station from Entergy Nuclear Operations, Inc. to Holtec Decommissioning International, LLC On August 22, 2019, the staff issued an Order (ADAMS Accession No. ML19170A147) approving the direct transfer of the operating authority of the Pilgrim Nuclear Power Station (Pilgrim) from Entergy Nuclear Operations, Inc. to Holtec Decommissioning International, LLC (HDI), and the indirect transfer of control of the Renewed Facility Operating License for Pilgrim ,

as well as the general license for the Pilgrim Independent Spent Fuel Storage Installation, to HDI. The staff also granted an exemption for HDI and Entergy Nuclear Operations, Inc. to use the decommissioning trust fund for spent fuel management and site restoration . The Commission is currently considering two requests for hearing to intervene in the request for the order and associated conforming amendment.

Risk-Informed Steering Committees Public Meeting On August 22, 2019, the NRC and industry Risk-Informed Steering Committees (RISCs) participated in a public meeting to continue discussions on risk-informed areas of interest. The NRC staff and industry had discussions on the topics of risk-informed licensing, fire probabilistic risk assessment realism, high energy arc faults, treatment of FLEX in risk informed decision making and human reliability analysis, and new probabilistic risk assessment methods. Both RISCs discussed alignment of priorities and the organizational capacity to address each issue. The NRC and industry both agreed that there has been great progress on risk-informed decision-making efforts in the past few years . Overall, the meeting was well attended.

Staff Issues License Amendments for Risk Informed Completion Times to Farley Units 1 and 2 On August 23, 2019, the staff issued amendments for Joseph M. Farley, Units 1 and 2, approving the use of Risk Informed Completion Times in accordance with NEI 06-09, "Risk Informed Technical Specification Initiative 4b, Risk Managed Technical Specifications (RMTS)

Guidelines" (ADAMS Accession No. ML19175A243). The Farley amendments follow the Vogtle 4b pilot program and, as a result, were the first 4b initiatives to be completed within 1 year of the acceptance review.

Staff Issues Information Notice to Alert Medical Licensees of Potential Patient Contamination Risks Associated with Therapeutic Treatments with lodine-131 On August 26, 2019, the staff issued IN 2019-06, "Patient Skin Contamination Events Associated With 1-131 MIBG During Neuroblastoma Treatments" (ADAMS Accession No. ML19240A384), to alert medical licensees of potential patient contamination risks associated with therapeutic treatments with iodine-131 meta-iodobenzylguanidine. This IN requires no action or written response on the part of an addressee.

Staff Issues Information Notice to Alert Medical Licensees of the Possibility of Significant Pressure Build-Up in High Specific Activity Alpha-Emitting Sources On August 26, 2019, the staff issued IN 2019-05, "Potential Over-Pressurization of High Specific-Activity Alpha-Emitting Radioactivity Sources" (ADAMS Accession No. ML19240A320),

to alert medical licensees of the possibility of significant pressure build-up in high specific activity alpha-emitting sources, such as americium-241 or plutonium-240, caused by radiolysis and production of hydrogen . This IN requires no action or written response on the part of an addressee.
