Since the containment structure is a standalonestructure and is analyzed and designed that way there is a gap between it and an adjacentstructure (like the MSIV rooms). The gap is sized to allow seismic movements of each structure and is filled with the flexible material. The material is only there to close the opening and has no structural or seismic significance.
