Ladies and Gentlemen:

By letter dated April 29, 2004, as supplemented on May 18, 2004, July 9, 2004, July 26, 2004, August 16, 2004, and September 13, 2004, Carolina Power & Light Company, now doing business as Progress Energy Carolinas, Inc. (PEC), responded to the April 29, 2003, NRC security-related Order EA-03-086 for the H. B. Robinson Steam Electric Plant (HBRSEP),

Unit No. 2.

In a September 15, 2004, telephone conversation between Mr. William Guthrie of PEC and Mr. James Creed of the NRC, the NRC communicated a Request for Additional Information (RAI) on Section 9.7 of the HBRSEP, Unit No. 2, Safeguards Contingency Plan (SCP). By letter to Mr. John Moyer, dated September 21, 2004, the NRC provided PEC revised text for the HBRSEP, Unit No. 2, Physical Security Plan (PSP), Guard Training and Qualification Plan (GTQP), and SCP. In a telephone conversation between Mr. Guthrie and Mr. Creed on September 27, 2004, the NRC communicated RAIs to PEC on the HBRSEP, Unit No. 2, PSP, GTQP, and SCP. During that September 27, 2004, telephone conversation, the NRC requested that PEC submit the updated HBRSEP, Unit No. 2, PSP, GTQP, and SCP, incorporating the RAI responses and the revised text to the NRC by October 1, 2004.

In accordance with 10 CFR 50.4, PEC submits the responses to the RAIs on the enclosed CD-ROM entitled, "RNP-RA/04-0128/Supplemental Response to Order EA-03-086-Safeguards Information" (File # 001).

GTQP (File # 003), and SCP (File # 004) which replace, in their entirety, previously submitted plans.

This cover letter, once separated from the enclosure, does not contain safeguards information and is not subject to 10 CFR 73.21 restrictions. However, the letter does contain information concerning physical protection for HBRSEP, Unit No. 2. Therefore, PEC requests that this cover letter, once separated from the enclosure, be withheld from public disclosure in accordance with 10 CFR 2.390(d)(1).
