DPR-23 COMPLETION OF COMMITMENT FOR IMPLEMENTATION OF TECHNICAL SPECIFICATIONS CHANGE REGARDING POST-ACCIDENT SAMPLING SYSTEM ELIMINATION Ladies and Gentlemen:

By letter dated October 31, 2001, Carolina Power & Light (CP&L) Company's H. B. Robinson Steam Electric Plant (HBRSEP), Unit No. 2, submitted a request for an amendment to the Technical Specifications (TS) to eliminate the requirements for the Post-Accident Sampling System (PASS). That TS amendment request was consistent with Technical Specifications Task Force (TSTF) - 366, "Elimination of Requirements for a Post-Accident Sampling System (PASS)." The requested TS amendment was issued by NRC letter dated January 14, 2002, as Amendment No. 192 to Facility Operating License No. DPR-23 for HBRSEP, Unit No. 2.

As requested by the NRC staff in the notice of availability for this TS improvement, HBRSEP, Unit No. 2, made a regulatory commitment to develop contingency plans for obtaining and analyzing highly radioactive samples from the reactor coolant system, containment sump, and containment atmosphere, and to maintain these contingency plans in the Plant Operating Manual.

Additionally, HBRSEP, Unit No. 2, committed to notify the NRC by written correspondence upon implementation of these actions in support of the PASS Elimination TS amendment.

The purpose of this letter is to provide written notification to the NRC that HBRSEP, Unit No. 2, has completed actions to develop, proceduralize, and implement the regulatory commitment associated with the PASS Elimination TS amendment.
