14-Day Special Report for Accident Radiation Monitors Ladies and Gentlemen:

In accordance with the Shearon Harris Nuclear Power Plant, Unit 1 (HNP), Technical Specifications 3.3.3.6 and 6.9.2, Duke Energy Progress, LLC, is submitting the following Special Report concerning the operability of a wide range gas monitor (WRGM).

On July 2, 2018, at 03:28 Eastern Daylight Time, the Waste Processing Building Stack SA WRGM, RM-*1WV-3547-1, was declared inoperable with compensatory monitoring implemented to allow performance of surveillance testing associated with HNP Technical Specification (TS) 3.3.3.6, Accident Monitoring Instrumentation. The testing was subsequently rescheduled for a different week without Operations being aware. There is an action statement that requires a report for a condition causing RM-*1WV-3547-1 to be inoperable for longer than seven days, but this statement was not being tracked on several of the tools used to track inoperable equipment.

Thus, the monitor was not made operable until July 9, 2018, at 15:53, which was beyond the 7-day action statement time. Per HNP TS Action Statement 3.3.3.6.c, "prepare and submit a Special Report to the Commission ... that provides actions taken, cause of the inoperability, and the plans and schedule for restoring the channel(s) to OPERABLE status." The radiation monitor was restored to operable status on July 9, 2018. Actions have been taken to reinforce accountability among Operations personnel for tracking of inoperable equipment.
