Dear Sir or Madam:

In Reference 1, Entergy Nuclear Operations, Inc. (ENO) submitted a license amendment (equest (LAR) to the Nuclear Regulatory Commission (NRC) for approval of a revision to the Palisades Nuclear Plant (PNP) Site Emergency Plan (SEP).

In Reference 2, the NRC requested additional information concerning the LAR. to this letter provides the ENO response to the NRC request for additional information (RAI). to this letter contains revised pages from Reference 1, Attachment 6, "Emergency Response Organization Task Analysis." These revised pages supersede the Attachment 6 pages submitted in Reference 1.

This RAI response does not impact the conclusions of the no significant hazards evaluation or the environmental considerations evaluation presented in Reference 1.

PNP 2018-018 ATTACHMENT 1 A Nuclear Regulatory Commission (NRC) request for additional information (RAI) regarding a license amendment request to revise the Palisades Nuclear Plant (PNP) Site Emergency Plan (SEP) was received by Entergy Nuclear Operations, Inc. (ENO) via electronic mail (email) dated March 22, 2018 (Reference 2). ENO responses to the RAI request are provided below.

NRC REQUEST By letter dated August 31, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17248A389), Entergy Nuclear Operations, Inc. (ENO, the licensee),

requested prior U.S. Nuclear Regulatory Commission (NRC) approval of an amendment to the Palisades Nuclear Plant (PNP) site emergency plan (SEP) in support of ENO's intent to permanently cease power operations at PNP no later than May 31,2022. The proposed amendment to the PNP SEP would revise the PNP Emergency Response Organization (ERO) on-shift and augmented staffing, based on the certifications for permanent cessation of power operations and permanent removal of fuel from the reactor vessel to the NRC in accordance with §50.82(a)(1)(i) and (ii) to Title 10 of the Code of Federal Regulations (10 CFR).

The NRC staff has reviewed the application and determined that additional information is needed for the staff to complete its review.

NRC RAI-PNP-1 Minimum staffing is explicitly addressed in the following sections of Attachment 1, "Description and Evaluation of the Proposed Changes," to ENO's August 31, 2017, letter: Section 3.2.2.1,

'Technical Support Center" (page 24 of 35); Section 3.2.2.2, "Operations Support Center" (page 26 of 35), and Section 3.2.2.3, "Emergency Operations Facility" (page 27 of 35). In the letter, only minimum staffing positions at the Technical Support Center (TSC) are proposed to be eliminated, with no minimum staff proposed for elimination at the Operations Support Center (OSC) or Emergency Operations Facility (EOF). Section 3.2.2.4, "Joint Information Center" (page 29 of 35) is silent on ,the proposed outcome of minimum staff positions. However, in reviewing pages 7 - 8 of Attachment 6, "Emergency Response Organization Task Analysis," to ENO's August 31,2017, letter all Joint Information Center (JIC) pOSitions, whether to be retained or eliminated, are shown as being minimum staff. Please provide additional clarification regarding the intended minimum staffing positions at the JIC.

ENO Response to RAI-PNP-1 In Reference 1, Section 3.2.2.4 of Attachment 1, "Joint Information Center" is silent on the proposed outcome of minimum staff pOSitions because, unlike the emergency plan implementing procedures (EPIPs) describing activation and operation of the Technical Support Center (TSC), Operations Support Center (OSC), and Emergency Operations Facility (EOF),

the EPIP providing guidance for the activation and operation of the Joint Information Center (JIC) and the Palisades Nuclear Plant (PNP) Site Emergency Plan (SEP) are silent regarding typical minimum staffing necessary to declare the JIC operational. Because there are no JIC positions considered typical minimum staff to declare the facility operational, the "Yes" designating JIC positions as minimum staff in Reference 1, Attachment 6, "Emergency Response Organization Task Analysis," is in error and all JIC positions should have been deSignated as "No". Attachment 2 includes revised pages 7 and 8 for the table was provided in Page 1 of 3

PNP 2018-018 ATTACHMENT 1 Reference 1, Attachment 6. These pages were revised to show the corrected minimum staff designations for the JIG positions. These revised pages supersede pages 7 and 8 from the table that was provided in Reference 1, Attachment 6.

The intent of Reference 1, Attachment 6 was to provide an analysis of the current augmented ERO positions, including those proposed for elimination, and to evaluate the transfer of tasks to remaining augmented ERO positions following permanent cessation of power operations and permanent removal of fuel from the reactor vessel. The proposed changes to the SEP, including the changes made to the ERO to develop the post-shutdown ERO, have been evaluated for impacts on the JIG and for the ability of offsite response organizations to implement their FEMA-approved Radiological Emergency Preparedness (REP) Plans. Based on this analysis, ENO has determined that the proposed post-shutdown JIG positions included in Table 1 of in Reference 1 are appropriate.

ENO has addressed elimination of JIG positions that interface with offsite representatives by transferring the necessary tasks to remaining post-shutdown JIG positions. Training and draft procedures with respect to activation and operation of the JIG will be developed and in place prior to performing post-shutdown ERO validation drills. The drill scenarios will include Spent Fuel Pool (SFP) events and will be designed to test the major elements of the PNP Post-Shutdown Emergency Plan (PSEP). Major elements to be tested will include communications and coordination with offsite response organizations, including the JIG. The drills will be conducted to confirm the ability of the proposed post-shutdown ERO to perform the necessary functions of the JIG.

NRC RAI-PNP-2 Section 3.2.2. 1, "Technical Support Center, " (page 24 of 35) of Attachment 1 to the August 31, 2017 letter, ENO states, in part:

TSC Engineers (Electrical, I&C, and Mechanical) - The primary duties of the TSC Engineer positions include responding to engineering requests from the Engineering Coordinator, evaluating the implementation of Severe Accident Management Guidelines, and assisting the OSC in preparing to send repair teams into the plant. These duties are either no longer necessary in a permanently shut down and defueled condition or will be performed by the Engineering Coordinator. The Engineering Coordinator is tasked with performing an engineering assessment of plant conditions and/or actions needed to mitigate damage to the plant.

With respect to responding to engineering requests from the Engineering Coordinator, this function will continue to be performed by augmenting qualified engineering resources. The Engineering Coordinator will continuously evaluate the need for engineering resources and coordinate with the EOF Technical Advisor to call in qualified engineering personnel.

In addition to the change in status of the plant, the basis for the elimination of the TSC Engineers (Electrical, I&C, and Mechanical) should be that that Engineering Coordinator would be able to provide the needed initial engineering support in the TSC. Please clarify if the TSC Engineering Coordinator is qualified to perform "an engineering assessment of plant conditions Page 2 of 3

PNP 2018-018 ATTACHMENT 1 and/or actions needed to mitigate damage to the plant, " specifically in response to a fuel handling accident or an event resulting in damage to the spent fuel pool (SFP) integrity or the loss of SFP cooling or inventory.

ENO Response to RAI-PNP-2 In the permanently shut down and defueled condition, the TSC Engineering Coordinator would have the necessary qualifications, expertise, and capabilities to perform an engineering assessment of plant conditions and/or actions needed to mitigate damage to the plant in response to a fuel handling accident or an event resulting in damage to the SFP integrity or the loss of a SFP cooling or inventory.
