Notice of Intent to Pursue Subsequent License Renewal

In response to Regulatory Issue Summary (RIS) 2009-06, Revision 1, "Importance of Giving the NRC Advance Notice of Intent to Pursue License Renewal," (Reference 1 ), Holtec Decommissioning International, LLC (HDI), on behalf of itself and Holtec Palisades, LLC (Holtec Palisades), is providing this notice of intent to pursue subsequent license renewal as governed by Title 10 of the Code of Federal Regulations, Part 54, (10 CFR 54), "Requirements for Renewal of Operating Licenses for Nuclear Power Plants." HDI plans to submit an application for a second renewed operating license for the Palisades Nuclear Plant (PNP) during the first quarter of 2026 and no later than March 24, 2026. The first license renewal period for PNP expires on March 24, 2031.

HDI is planning to pursue subsequent license renewal as part of the PNP restart project (Reference 2) and in parallel with the reinstatement of the PNP power operations license basis (Reference 3) to support power operation of PNP beyond 2031. HDI anticipates reinstating the power operations licensing basis in the 3rd quarter of 2025 which is prior to the planned submittal of the subsequent license renewal application in the first quarter of 2026.

This letter contains no new or revised regulatory commitments.
