SUBJECT:

EARTHQUAKE 45 MILES SOUTHWEST OF FACILITY At 10:41 A.M. PDT on September 21, 1989, an earthquake of 5.1 magnitude' occurred approximately 45 miles Southwest of the Humboldt Bay Power Plant, Unit 3, at Eureka, California. The. facility has been shutdown since July 1976 and the reactor vessel is defueled. The facility is currently in SAFESTOR conditions -

with all fuel stored in the Spent Fuel Pool. The earthquake was felt by the licensee and detected on their seismic recorder. The licensee conducted an inspection of the facility and no damage was identified. The NRC HQ Operations Officer was notified of this event by FEMA.

The earthquake's epicenter was 20 miles west of'Punta Gorda, California, latitude 40.2 degrees North and longitude 124.7 degrees West. :The earthquake was. centered too far from any other reactor facilities to have any eff.ect. '

Region V was first informed of this event by therNRC HQ Operations Officer by telephone at 12:20 P.M. PDT on September 21, 1989. This information-is current as of 2:30.P.M. (PDT) on September 21,'1989. ,
