PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PNO-III-98-058 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by Region III staff (Lisle, Illinois) on this date.

FIRE IN PROCESS BUILDING At about 6:10 a.m.(ET) on December 9,1998, a fire started in process building 326. The plant's onsite fire brigade responded and extinguished the fire about two hours later, The certificatee at this time does not know the cause of the fire. There was no release of chemical or radioactive material outside of the cell structure nor was there any damage to safety equipment.

Four plant workers were treated for minor injuries. They were treated and released.

An NRC inspector was at the plant site during the event.

The NRC is dispatching a six-member Augmented Inspection Team to review the circumstances surrounding the fire and to monitor the recovery efforts.

The certificatee has issued a press release.

An NRC Commissioner Assistant's Briefing was conducted at 2:00 p.m. (ET).

The State of Ohio, EPA, DOE, FDA, FEMA, and the NRC Office of Nuclear Materials Safety and Safeguards have been notified. The information in this preliminary notification has been reviewed with the certificatee management.

The NRC was notified of this incident at 8:00 a.m. (ET) on December 9, 1998. This information is current as of 5:00 p.m. (ET) on December 9, 1988.
