Public Meeting to Discuss the National Institute of Standards and Technology (NIST)

Interest in Possessing an Increased Amount of Unirradiated Uranium-235 with the Nuclear Regulatory Commission (NRC)

Date(s) and Time(s): June 21, 2022, 01:00 PM to 03:00 PM ET Location: Webinar Category: This is an Observation Meeting. This is a meeting in which attendees will have an opportunity to observe the NRC performing its regulatory function or discussing regulatory issues. Attendees will have an opportunity to ask questions of the NRC staff or make comments about the issues discussed following the business portion of the meeting; however, the NRC is not actively soliciting comments towards regulatory decisions at this meeting.

Purpose:

The purpose of this public meeting is for NIST to discuss with the NRC staff what steps or actions are necessary to allow the one-time receipt of additional unirradiated uranium-235 (U-235) in the form of fuel.

Following the event on February 3, 2021, NIST decided not to reuse some of the fuel in the core during the event. Since some of the fuel will not be reused, NIST needs more unirradiated fuel than is typically obtained for a regular refueling.

The possession limit of U-235 is specified in NIST license condition 2.B.2.a. The inventory of replacement fuel is limited by an Order dated September 27, 1983 (8510250009). Title 10 of the Code of Federal Regulations, Part 73 provides the requirements for physical protection of plants and materials, which includes requirements for physical protection at nonpower reactors.
