Document Control Desk PLA-7243 PPL Susquehanna, LLC (PPL) hereby withdraws, in their entirety, proposed amendments in References 1 and 2. The decision to withdraw is related to plans for new design analysis that will impact the original proposals. PPL submitted the proposed amendments to the Susquehanna Station Electric Station (SSES) Units 1 and 2 Technical Specification (TS) for several Surveillance Requirements (SRs) for diesel generator (DG) testing.
Reference 1 was intended to raise the DG minimum steady state voltage in TS to establish new acceptance criteria above a Degraded Voltage Relay (DVR), reset nominal
.setting. This new acceptance criteria is already in use and was previously implemented with a calculation change to show required components would load onto the ESS bus during an emergency.
Reference 2 was intended to raise the lower side of the nominal steady state frequency band for the 'E' DG. This change would simplify the analysis of a postulated transient frequency dip during operation of the 'E' DG.
In References 3 and 4, the NRC requested additional information (RAI) with responses due by December 31, 2014. Previously, PPL responded to RAI questions on both requests, in two submittals dated May 10, 2013, (References 5 and 6).
On November 6, 2014, PPL discussed with the NRC Project Manager that new design analysis currently in development expands the scope of the original licensing action requests in References 1 and 2. Implementing the new design analysis will substantially modify the original proposals, in addition to addressing the NRC's RAI. However, additional time to implement the new design analysis would be required.
Following additional discussion with the NRC Project Manager, a decision was reached to request withdrawal of the separate licensing action requests. Withdrawal of these proposals (which affect the same SRs for the DGs) at this time allows the implementation of additional scope identified during development of the new design analysis. Therefore, when the completed new design analysis includes this new scope, a single licensing action request to obtain NRC review and approval will be submitted. PPL plans to request a pre-submittal meeting with the NRC before making the new request.
The new design analysis supports the needed design controls for use of more restrictive new surveillance test acceptance criteria than in existing TS. The activities that are related to this effort remain conservatively implemented at the station, and are addressed by the Station's Corrective Action Program.
