SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2 -

WITHDRAWAL OF AN AMENDMENT REQUEST (TAC NOS. ME9609 AND ME9610)

Dear Mr. Rausch:

By letter dated September 18, 2012, 1 as supplemented by letter dated, May 10, 2013, 2 PPL Susquehanna, LLC (PPL, the licensee) submitted a license amendment request for Susquehanna Steam Electric Station, Units 1 and 2, to the Nuclear Regulatory Commission (NRC) for review. The proposed amendment would make changes to Technical Specification (TS) Surveillance Requirement (SR) 3.8.1.19 in TS 3.8.1 "AC Source - Operating." Specifically, the proposed amendment would increase the minimum steady state frequency for Diesel Generator E during the loss of offsite power and emergency core cooling system surveillance.

A notice of the NRC's consideration of the proposed amendment was published in the Federal Register on November 27, 2012 (77 FR 70843).

Subsequently, by letter dated December 22, 2014, 3 PPL requested to withdrawal the amendment request. In this letter, PPL stated that the reason for withdrawing the license amendment request was related to plans for new design analysis that will impact the original proposal. PPL further stated that it intends to request a pre-submittal meeting with the NRC staff to discuss submitting an amendment to change the above stated TS SRs based on this new design analysis.

The NRC staff has ceased all work on this licensing action and closed Technical Assignment Control (TAC) Nos. ME9609 and ME9610. The NRC has filed the enclosed Notice of Withdrawal of Application to Amend the Facility Operating Licenses with the Office of the Federal Register for publication.

NPF-14 and NPF-22, for the Susquehanna Steam Electric Station, Units 1 and 2. The proposed amendment would have made changes to Technical Specification (TS) Surveillance Requirement (SR) 3.8.1.19 in TS 3.8.1 "AC Source - Operating." Specifically, the proposed amendment would increase the minimum steady state frequency for Diesel Generator E during the loss of offsite power and emergency core cooling system surveillance.

supplemented by letter dated May 10, 2013 (ADAMS Accession No. ML13130A127), for a proposed amendment to the Susquehanna Steam Electric Station, Units 1 and 2, located in Luzerne County, Pennsylvania.

The proposed amendment would have made changes to TS SR 3.8.1.19 in TS 3.8.1 "AC Source - Operating." Specifically, the proposed amendment would increase the minimum steady state frequency for Diesel Generator E during the loss of offsite power and emergency core cooling system surveillance.

The NRC published a Biweekly Notice in the Federal Register on November 27, 2012 (77 FR 70843), that gave notice that this proposed amendment was under consideration by the NRC. However, by letter dated December 22, 2014 (ADAMS Accession No ML15022A013), the licensee requested to withdraw the proposed amendment.
