The proposed amendment request would adopt Technical Specification Task Force (TSTF) -542, "Reactor Pressure Vessel Water Inventory Control."

On October 10, 2017 (Reference 2), the U.S. Nuclear Regulatory Commission (NRG) identified areas where additional information was necessary to complete the review.

Attachment 1 to this letter contains the NRC's request for additional information immediately followed by Exelon's response.

U.S. Nuclear Regulatory Commission Response to Request for Additional Information TSTF-542, Reactor Pressure Vessel Water Inventory Control, Docket No. 50-41 o November 3, 2017 Page2 Exelon has reviewed the information supporting a finding of no significant hazards consideration and the environmental consideration provided to the NRC in Reference 1.

The additional information provided in this response does not affect the bases for concluding that the proposed license amendment does not involve a significant hazards consideration.

Furthermore, the additional information provided in this response does not affect the bases for concluding that neither an environmental impact statement nor an environmental assessment needs to be prepared in connection with the proposed amendment.

In Table 3.3.5.2-1 (page 2 of 2), "RPV Water Inventory Control Instrumentation," of the TS mark-up, the "Manual Initiation" Function is designated "3.f." In the last sub-bullet on page 5 of the application, it is implied that the "Manual Initiation" Function should be designated as "3.e."

Clarify whether the designation for the "Manual Initiation" Function in Table 3.3.5.2-1 of the TS mark-up is "3.e" or "3.f."

Table 3.3.5.2-1, page 2 of 2, is revised to identify the Manual Initiation as Function 3.e. The associated markup in Attachment 2 and clean page in Attachment 3 are revised to identify the Manual Initiation as Function 3.e.

RAI (2):

In TS mark-up, the Limiting Condition for Operation 3.3.5.2, "RPV Water Inventory Control instrumentation," Condition E has two Required Actions. The first Required Action is designated "E.1." The other Required Action, which states "Restore channel to OPERABLE status," does not have a designation. What is the designation of the second required action?

The second required action for LCO 3.3.5.2 is E.2, "restore channel to OPERABLE status." The associated markup in Attachment 2 and clean page in Attachment 3 are revised to identify the second required action for LCO 3.3.5.2 as E.2.

RAI (3):

In Table 3.3.5.2-1 (page 1 of 2), "RPV Water Inventory Control Instrumentation," of the TS mark-up, the required channels per function for Function 2.a is "1 per pump." In the current version of the table in Nine Mile Point, Unit 2, TSs and the second bullet on page 4 of the application, the licensee states that the required channels per function for Function 2.a is "1 per valve." Also, "1 per pump" is an apparent variation from the TSTF-542, Revision 2, "Reactor Pressure Vessel Water Inventory Control." In the TS markup for TSTF-542, the required channels per function is "1." Clarify whether the required channels per function for Function 2.a in Table 3.3.5.2-1 of the TS mark-up is "1 per pump," "1 per valve," or "1." If the required channels per function is a variation from the TSTF, provide a discussion whether the variation affects the applicability of the TSTF.

In Table 3.3.5.2-1 (page 1 of 2), "RPV Water Inventory Control Instrumentation," of the TS mark-up, the required channels per function for Function 1.d is "1." In TS markup for TSTF-542, the required channels per function is "1 per pump." RAI (5):

In Table 3.3.6.2 (page 1 of 1), "Secondary Containment Isolation Instrumentation," of the TS mark-up, the third function is "Reactor Building Above the Refuel Floor Exhaust Radiation -

High." In the TS markup for TSTF-542, the third function is "Reactor Building Exhaust Radiation

- High." The third function in the TS markup appears to be a variation from the TSTF-542, Revision 2, and no discussion concerning the applicability of the TSTF is included in the application. Provide a discussion whether the apparent variation affects the applicability of the TSTF.

Table 3.3.6.2-1, page 1 of 1, Function 3 is a variation to TSTF-542, Revision 2.

The TSTF-542 Function 3, "Reactor Building Exhaust Radiation - High," is renamed to "Reactor Building Above the Refuel Floor Exhaust Radiation - High" to align with the same instrumentation name used at NMP2. This administrative change has no effect on the adoption of the TSTF-542 and is an acceptable variation.
