Attachment 1 Response to Request for Additional Information (Non-Confidential Information)

Non-Confidential Information Submitted Under 10 CFR 2.390 Response to Request for Additional Information Page 1 Request for Additional Information (RAI) #1:

Background

Section 5 of the November 16, 2020, application states, in part:

the typical applications in which the subject proprietary fittings will be used are generally limited to instrumentation, sampling, and cooling water piping lines. They exclude Class 1 systems and any systems containing boric acid. Design temperatures may be up to 650°F

[degrees Fahrenheit]. Design pressures could be as high as 2000 psi [pounds per square inch]

but will generally be less than 200 psi. The environmental conditions are anything in the nuclear power plant environment, including air, water, or steam systems, and possibly lube oil or fuel systems. They could be inside or outside containment. Prior operating experience for these fittings in these environments have shown successful performance, with no leaks or structural failures, as long as they are installed in accordance with the manufacturers instructions. They have been successfully used in pipe schedules from 40 to 160, subject to the manufacturer's recommendations and limitations.

The application states that prior operating experience demonstrated successful performance of fittings from the material listed in Code Case N-893. However, the application does not provide specific details of the operating experience, such as fitting size, corrosion performance and failure rates, as it related to the environmental conditions.

Request Provide details related to prior operating experience in nuclear and non-nuclear applications.

Include corrosion performance and failure rates for these fittings, up to nominal pipe size 4, in the environments which they will be used or similar environments.

Response

The following is a listing of the application of the fittings with the material requested by Code Case N-893. No known nuclear applications are in use for the LTCS-333 material, which is the subject material of Code Case N-893.

With regards to corrosion, Attachment 5 contains an Executive Summary - Crevice Corrosion Test of Lokring LTSC-333 and Socket weld Fittings (Confidential Information).

RAI #2:

Background

Section 5 of the November 16, 2020, application states, in part:

Rather, the margins are based on the ratio between burst pressure and the design pressure of the coupled piping. The rated pressure is downrated from the burst pressure, based on elevated-temperature tensile testing, in the same manner as was used to rate the fittings made from the material in Code Case N-879.

The proprietary fittings that Exelon desires to use are designed in accordance with ASME Section Ill, NC/ND-3671.7, Sleeve-Coupled and Other Patented Joints, using the option of prototype testing. All fittings sizes will be tested prior to installation.

The fittings Exelon desires to use have been extensively tested to demonstrate that the fittings will not fail before the pipe on which they are installed. The fittings have been tested by tensile (pull-out) testing, pressurization to burst, fatigue testing, and torsion testing. Fatigue analysis is not required for the requested applications but is performed for the purpose of establishing a stress intensification factor (SIF), for use by the piping system designer.

While the licensees application states that all fitting sizes will be tested prior to installation, prototype testing is not specified in paragraphs NC/ND-3671.7 of the ASME BPV Code, Section III.

Specifically, paragraphs NC/ND-3671.7 state, Coupling-type, mechanical gland type, and other patented joints may be used where experience or tests have demonstrated to the satisfaction of the designer that the joint is safe for the Design Loadings and when adequate provision is made to prevent separation of the joint. The application also indicates that tensile testing, pressurization testing to burst, fatigue testing, and torsion testing have been performed, and this testing is provided as a basis for the acceptability of fabricating fittings from the material listed in Code Case

Non-Confidential Information Submitted Under 10 CFR 2.390 Response to Request for Additional Information Page 15 N-893. This testing appears similar to the prototype testing required by paragraph NB-3671.7 of the ASME BPV Code, Section III. However, paragraphs NC/ND-3671.7 do not require prototype testing and do not provide guidance on what types of testing should be performed.

Request Provide a summary of the qualification testing (with applicable testing specifications) that has been or will be performed for all Class 2 and 3 Lokring fittings made using Code Case N-893 material. Clarify if the specific sizes of all fittings used for repairs will be subject to tensile (pull-out) testing, pressurization to burst, fatigue testing, and torsion testing. If not, provide a technical basis for not performing tensile (pull-out) testing, pressurization to burst, fatigue testing, and torsion testing on all fitting sizes.

LLokring Techno ology (Elastic Strain Preload d) Fittings havee been installedd on pipe and tuube in a wide rrange of appliccations for mmore than 20 years. The Lok kring products have h been quallified per the A ASME B31 pipping codes and are an accepteed alternative to o thhe more widely y used socket welded w connecction method. It I can be proveen that Lokringg fittings are inntrinsically a beetter pperforming pipe and tube con nnection (reliabbility, consistenncy and repeataability) than a socket weld.

LLokring frequently meets with h customers th hat are hesitant to use either soocket welds orr Lokring fittinngs in system coonditions that ccan create creviice corrosion. The Lokring fitting f design has h a hairline gaap between thee pipe and fittinng body of which creates a

""wetted" cavity y. There are no o known issuess with the Lokrring fitting thatt have been cauused by crevicee corrosion. Addditionally LLokring has perrformed variou us corrosion tessts (ASTM B117, NACE TM M0-177), but haas not done tests specifically focused on ccorrosion due to the affects off the small cavity created betw ween the pipe and fitting boddy.

EElement Materiials Technolog gy, Sheffield, England E were asked a to develoop an appropriaate test methodd to determine tthe impact of thhe small cavity y, or crevice, in n the Lokring fitting f design which w resulted in using "ASTM M G78 Standard Guide for C Crevice CCorrosion Testting of Iron-Basse and Nickel-B Base Stainless Alloys in Seaw water and Otheer Chloride-Coontaining Aqueeous EEnvironments" as a basis for an a accelerated 30 day test. Th he intent was too evaluate the crevice specifiic to the Lokrinng and to a ssocket weld dessign, therefore requiring mod difications to bee made to aspeects of the test set up. They hhowever maintained the test ssolution and ex xposure conditiions as outlined d in ASTM G7 78 TTest Solution A:A 5.0 wt% sodium chloride an nd 0.5 wt% glaacial acetic acidd dissolved in distilled or deiionised water (e.g., 50.0 g of NNaCl and 5.0g of CH3COOH dissolved in 945 9 g of distilleed or de-ionisedd water).

IIn this test for the t affects of corrosion were investigated with w several connditions that coould potentiallyy have an effecct on the rresults, relating g to the conditioons of the pipee & installation n. There were ttwo Lokring (L LTCS-333-CPL L-P16) fittingss installed on AASTM A333 Grade G 6, 1" NPSS Schedule 80 pipe, with the following connditions:

Fittingg #1 o End "a"- Pip pe end cut at 10 degrees. Th his is not recommmended practiice, but could ooccur in the fieeld.

o End "b"-Pip pe outside diammeter and Lokrring fitting boddy inside diameeter coated withh Belzona 1111 liquid metal coating. Th his is an option n offered to cusstomers, whichh when fully cuured fills the gaap between thee pipe and Lokring fittting body.

Fittingg #2 o End "c"- Pip pe is scored longitudinally to o extend the gap ap, or crevice, ppast the inboard seal on the fiitting body.

o End "d"- Th his is a standarrd fitting installlation as done pper Lokring Innstallation Proccedure LP-105.

TThere is one so ocket welded fitting in this tesst, which is a sttandard ASTM M A105 fitting socket welded to ASTM A3333 Grade 6, 1" NNPS Schedule 80 pipe. (2 x Weld W referenced d W1 & W2).

A[ further evaaluation wass performed to determinee causes for crevice corrrosion to occcur in the soccket weld ttest specimen n and not in the Lokring g fitting test specimen.

s S Several variaables can haave an effect on crevice aand pitting corrosion. Th hey are prim marily related d to the geom metry and maaterial type aand hardness exposed to o tthe corrosivee media as well w as the ch hemicals and d the environnmental condditions invollved.

TThe socket weld w specimeen were foun nd to have material m hardnness values below Rc 200 within the crevice, wwhich is a haardness levell considered d not to have an effect onn pitting and crevice corrrosion for thhis type of mmaterial. Th he test specim men materiall types (all are a low carboon steel) andd test chemiccals and condditions are tthe same.

WWe concludee the cause for f the sockeet weld speciimen and to crevice corrrode and the Lokring fittings not to ccrevice corro ode may be due d the diffeerence in the geometries exposed to tthe test meddia. The geom metries that ccreate the gaap in a socket weld produ uce a larger volume v betw ween the pipe and fittingg for the corrrosive mediaa tto accumulatte versus thee Lokring fittting. The so ocket weld fiitting by the nature of itss design and method to mmanufacture (forged finished shape) will have a more loose fit on pipe ccompared wiith the tight ttolerances ffound in a Lo okring fitting g that is preccision machiined to fit tigght with the pipe and reqquires a gagee (multi-ppurpose gagee) to inspect the pipe diaameter and fiit prior to insstallation. T The size of thhe gap existiing in the ssocket weld may m create the t condition ns for the corrrosive mediia to work effectively inn limiting oxygen rreplenishmen nt to the areaa thus reduciing cathodicc reactions reesulting in piitting and coorrosion.

LLokring are theerefore pleased d to endorse Lo okring LTCS-333 Fittings forr applications thhat may result in Crevice Corrrosion.
