NLS8800386 August 26, 1988 U.S. Nuclear Regulatory Commission Document Control Desk Washington, D.C. 20555 Gentlemen:

Subject:

Supplemental Submittal; Proposed Change No. 34 to the Cooper Nuclear Station Technical Specifications Alternate Shutdown Capabl!ity NRC Docket No. 50-298, DPR-46

References:

1) Letter from W. O. Long to G. A. Trevors, dated January 15,1987, "Technical Specifications for Alternate Shutdown Panels"
2) Letter NLS8800078 from L. G. Kuncl to USNRC, dated March 25,1988, "Proposed Change No. 34 to the CNS Technical Specifications, Alternate

. Shutdown Capability" The District submitted proposed Alternate Shutdown Capability Technical Specifications in Reference 2, in response to the NRC request of Reference 1. In a meeting held at Cooper Nuclear Station on May 25, 1988, between W. O. Long (NRC) and representatives of the District, certain additional changes were identified as necessary to conform with the staff position.

Accordingly, the District proposes to revise Technical Specification Change Request No. 34, as indicated in the enclosed revised Technical Specification pages, to reflect the agreement reached at the May 25, 1988, meeting.

The changes made in this supplement do not affect the 10CFR50.92, No Significant Hazards Consideration Evaluation, submitted with Change No. 34. These supplemental changes increase surveillance frequencies for Alternate Shutdown instruments and change "Channel Check" to "Instrument Check" to match CNS terminology.

By copy of this letter and the attachment, the appropriate State of Nebraska Official is being notified in accordance with 10C FR50. 91 (b) .
