In accordance with the applicable revisions specified in 10 CFR 50, the Nebraska Public power District requests that the Ceoper Nuclear Station (CNS) Technical Specifications be revised as specified in the a t taciunent.

This proposed change modifies the onsite organizational structure by creating new site managemont

_ positions.

These changes are being made to further ensure acceptable performance of the staff in operating, maintaining, and providing technical support to Cooner Nuclear Station.

The attachment contains a description of the proposed changes, the attendant 10CFR50.92 evaluation, and the spplicable revised Technical Specification Pages.

This proposed change has been reviewed by the necessary Safety Review Committees and incorporates all amendments to the CNS Facility Operating License through Amendment 154 issued September 22, 1992.

By copy of this letter and attachment the appropriate State of Nebraska official is being notified in accordance with 10 CFR 50.91(b)(1). Copies to the NRC Region IV Office and GNS NRC Resident Inspector are also being sent in accordance with 10 CFR 50.4(b)(2).

219, 220, 221, 223, and 227 DISCUSSION This request proposes to revise the Cooper Nuclear Station (CNS) Technical Specifications Section 6, " Administrative Controls." In particular, this proposed change involves changes to various onsite job position titles throughout Section 6.

Tna District requests to revise the CNS Technical. Specifications to reflect these changes in the onsite organization.

The first, involves creating a new pasition titled " Site Manager."

The Site Manager will have overview and coordination responsibility for ensuring safe and efficient operation, and will have control over all onsite activities necessary for safe operation and support o' Cooper Nuclear Station.

A new position " Plant Manager" will be created.

The Plant Manager will report directly to the site Manager,- and shall be directly responsible for the safe and efficient operation of the plant by providing direction for those onsite activities including operations, maintenance, engineering, and radiological support activities, necessary for safe operation and maintenance of CNS. Due to the functional requirements of the new Plant Manager position, the Plant Manager will become the Station Operations Review Committee (SORC) Chairman, and will be responsible for all SORC activities as described in Technical Specification 6.2.1.A.

Additionally, a new position " Senior Manager of Site Support" will also be created. The Senior i4anager of Site Support will report directly to the Site Manager, and shall be directly responsible for supporting safe and efficient operation of the plant by providing direction for those onsite support activities including, training, station security, and administrative support, that are required to support operation of CNS.

The Senior Manager of Operations will report directly to the Plant Manager, and will continue to assume the Plant

NSD920873 Page 2 of 6 Manager's responsibilities during those instances when the Plant Manager is unavailable.

The change in onsite management *eporting relationships will provide for increased senior management attention to each of the functional areas in the CNS onsite organization.

In particular, the organizational structure will enable the Plant

-j Manager to focus his time and attention to those onsite activities that are directly related to operations, maintenance, engineering, and radiological controls.

Additionally, the organizational structure will enable the Senior Manager of Site Support to focus his time and attention to those onsite activities that are required to support daily operation of CNS. As stated earlier, the Site Manager will have overview and coordination responsibility for ensuring safe and efficient operation, and will have control over all onsite activities necessary i

for safe operation and support of Cooper Nuclear Station.

II.

DESCRIPTION OF CHANGES l

The District requests that the CNS Technical Specifications be revised to reflect the changes in the onsite management organization and, job position titles, as described below:

o On page'219, revise Specification 6.1.1., to read as follows:

"The Plant Manager is directly responsible for the' safe and efficient operation of the plant by providing direction for operation, radiological, engineering, and maintenance support activities.

The l-Plant Manager reports to the Site Manager who has overview and

coordination responsibility for ensuring the safe and efficient l -

operation of Cooper Nuclear Station. During periods of time when the Plant Manager is unavailable, his responsibility automatically shifts to the Senior Manager of Operations. During periods of time when the l

Plant Manager and Senior Manager of Operations are not available, the Plant Manager's responsibilities may be delegated in writing to one of the managers on the Cooper Nuclear Station Site staff qualified for this position."

On page 219, revise Specification 6.1.2.B, describing the function of the Site Manager.

"The -Site Manager shall have overview and coordinate the activities of the following positions;"

o On pa5e 219, add new Specification 6.1.2.8.1.

This specification describes the responsibilities of the Plant Manager.

"The Plant Manager who is responsible for overall safe unit operation and who has control over those onsite activities necessary for safe operation and maintenance of the plant."

On page E19, add new Specification 6.1.2.8.2.

This specification describes the responsibilities of the Senior Manager of Site Support.

"The Senior Manager of Site Support tN is directly responsible for supporting the safe and efficient operation of the plant by providing direction for training, outage and modification coordination, station security, and administrative support."

o On page 220, in Specification 6.2.1. A.I.a, change the title of Division Manager of Nuclear Operations to "Piant Manager."

o On page 221, in Specification C.2.1. A.S.b, change the title of Division Manager of Nuclear Operations to " Plant Manager", and add the " Site Manager" to the distribution of written disagreement:..

o On page 223, in Specification 6.2.1.B.6, change the title of Division Manager of Nuclear Operations to " Plant Manager", and add the " Site Manager" to the distribution of the SRAB minutes.

o On page 227, in Specification 6.3.5, change the title of Division Manager of Nuclear Operations to " Plant Manager."

The proposed revision to the Technical Specifications " Administrative Controls Section" specified onsite organization will continue to provide qualified and responsible individuals for those onsite senior management activities involving operattuns, maintenance, engineering, radiological controls, station security, training, adminb sative support etc...

The executive position that has corporate responsibility. for-overall plant nuclear safety continues to be the Nuclear r'ower Group Manager.

This individual shall continue to take any measures that may be necessary to ensure acceptable performance of the staff in operating, maintaining, and providing technical support to the plant to ensure nuclear safety.

This proposed revision deals with only the "onsite" organizational structure.

III. SIGNIFICANT HA7ARDS DETERMINATI0t{

10 CFR 50.91(a)(1), requires that licensee requests for operating license amendments De accompanied by an evaluation of significant hazards posed by the issuance of the amendment. This evaluation is to be performed with

Evaluation of this Amendment with Respect to 10 CFR 50.92 A.

The enclosed Technical Specification change is judged to involve no signifP e t hazards based on the following:

In particular, the Plant Manager will be able to devote day-to-day attention to those onsite activitiel directly related to operations, naintenance, engineering, and radiological controls, which are important M the continued safe operation and maintenance of the planc. The Senior Manager of Site Support will be-able to devote day-to-day attention to those onsite activities directly related to supporting operation of the plant, such as station security, outage and modification coordination, training, and administrative support.

The Site Manager will have overview and coordination responsibility to ensure safe and efficient unit operation, and maintains responsibility for all onsite activities, necessary for safe operation and support of the Cooper Nuclear Station.

Additionally, this change is expected to have a positive impact on safety by enhancing the ability of the Plant Manager, and the Senior Manager of Site Support to effectively carry out their primary responsibilities and by improving the consistency and continuity of managerial oversight for CNS.

Changes in the onsite organizational structure do not affect plant l

design or operation, nor does it affect the way any systems, f

All individuals filling these positions are qualified _ to perform the assi ad tasks and responsibilities.

These organizational changes are expected tc improve the implementation of effective and comprehensive work practices that will enhance-the overall efficiency, and safety of the plant. Therefore, this proposed change does not involve a significant increase in the probability or consequences of an accident previously evaluated.

Evaluation The proposed Technical Specification revision enhances the-organizational structure for onsite management, which will provide for increased senior management attention to each of the functional areas in the CNS opsite organization.

These changes do not affect the design or operation of any system, structure, or compone7t in the plant, and are considered to be administrative changes which will j

enhance the performance of the onsite organization to respond to plant transients or emergencies.

Therefore, this proposed change does not create the possibility of a new or different kind of j
