Letter from G. R. Horn (NPPD) to NRC dated May 4,1992, " Elimination of Main Steam Line Radiation Monitor Scram and Isolation Functions, Cooper Nuclear Station, NRC Docket No. 50-298, DPR-46" The Nebraska Public Power District (District) requests that Proposed Change No. 100, submitted May 4, 1992 (Reference), be revised to accurately reference the relocation of the Mechanical Vacaum Punp Isolation surveillance requirements requested in that proposed change. Proposed Change No. 100 u: quested the NRC to revise the Cooper Nuclear Station (CNS) Technical Specifications to eliminate the operability requirements, action statements, and associated surveillance requirements for the Main Steam Line Radiation Monitor (MSLRM) scram and Croup 1 Containment Isolation functions.
Currently, Section 4.2.D.5 on page 48 of the CNS Technical Speelfications re fe rence s Tables 4.1.1, 4.1.2, and 4.2.D as the location for the Mechanical Vacuum Pump 1 solation surveillance requirements.
Proposed Change No. 100, if approved, would relocate these surveillance requirements to Tables 4.2. A and 4.2.D of the CNS Technical Specifications. Hcwever, in Proposed Change No. 100, the District inadvertently omitted the revision to Section 4.2.D.5 which would correctly reference the proposed relocation of these surveillance requirements, i.e., deleting reference to Tables 4.1.1 and 4.1.2, and adding reference to Table 4.2.A.
The attached proposed revision to page 48 of the CNS Technical Specifications, if included with Proposed Change No. 100, would correct this deficiency.
Therefore, the District requests that the attached revision be incorporated in Proposed Change No. 100.
