Nuclear Regulatory Commission letter (T. Pruett) to Nebraska Public Power District (J. Dent), "Cooper Nuclear Station- NRC Baseline Inspection Report 05000298/2017011 and Preliminary White Finding," dated August 14, 2017 (Accession No. MLl 7223A459)

Dear Sir:

In the Reference letter, the Nuclear Regulatory Commission (NRC) documented a finding that has preliminarily been determined to be White with low to moderate safety significance. The performance deficiency was described as a failure to implement and maintain Cooper Nuclear Station's (CNS) maintenance procedure to properly assess degradation of the emergency station service transformer bus. The Reference provided Nebraska Public Power District (NPPD) with the option to request a regulatory conference, or to submit a position on the proposed White finding to the NRC in writing.

Accordingly, NPPD respectfully requests a regulatory conference in order to present our perspective on the facts and assumptions the NRC used to arrive at the finding and assess its significance. The NRC requested that the regulatory conference be held within 40 days of the date of the Reference; however, NPPD requests an extension to the week of October 30, 2017, so that we can complete inspection and testing and present finalized engineering analysis.

This request for a regulatory conference and date extension was verbally communicated to you on August 23, 2017.
