Pursuant to 10 CFR 52.99(c)(3), Southern Nuclear Operating Company hereby notifies the NRC that as of February 25, 2019, Vogtle Electric Generating Plant(VEGP) Unit 3 and Unit 4 Uncompleted Inspections Tests Analyses and Acceptance Criteria (ITAAC) Item 2.7.06.02.11

[Index Number 725] has not been completed greater than 225-days prior to initial fuel load. The Enclosure describes the plan for completing ITAAC 2.7.06.02.11[Index Number 725]. Southern Nuclear Operating Company will, at a later date, provide additional notifications for ITAAC that have not been completed 225-days prior to initial fuel load.

This notification is informed by the guidance described in NEI-08-01, Industry Guideline for the ITAAC Closure Process Under 10 CFR Part 52, which was endorsed by the NRC in Regulatory Guide 1.215. In accordance with NEI 08-01, this notification includes ITAAC for which required inspections, tests, or analyses have not been performed or have been only partially completed.

All ITAAC will be fully completed and all Section 52.99(c)(3) ITAAC Closure Notifications will be submitted to NRC to support the Commission finding that all acceptance criteria are met prior to plant operation, as required by 10 CFR 52.103(g).

This letter contains no new NRC regulatory commitments.

2. The VPS provides the safety-related functions of preserving containment Integrity by Isolation of the VPS lines penetrating containment and providing vacuum relief for the containment vessel.

I nspectlons/Tests/Analvses II) Testing will be performed to demonstrate that remotely operated containment vacuum relief Isolation valves open within the required response time.

Acceptance Criteria II) The containment vacuum relief Isolation valves(VPS-PL-V800A and VPS-PL-V800B) open within 30 seconds.

ITAAC Completion Description Testing Is performed to demonstrate that the Containment Air Plltratlon System (VPS) provides the safety-related function of preserving containment Integrity by providing vacuum relief for the containment vessel. This ITAAC verifies the containment vacuum relief Isolation valves(VPS-PL-V800A and VPS-PL-V800B) open within 30 seconds.

Testing Is performed In accordance with Unit 3 and Unit 4 component test procedures SNCXXXXXX and SNCYYYYYY (References 1 and 2)to verify the containment vacuum relief Isolation valves(VPS-PL-V800A and VPS-PL-V800B) open within 30 seconds.

The component test begins by verifying the Vacuum Relief Containment Isolation A Motor-operated Valve(MOV)- Outside Reactor Containment(ORC)(VPS-PL-800A) has power and Is closed. At an operator work station In the Main Control Room (MCR), VPS-PL-800A Is placed Into manual and an Individual Is stationed at the valve to monitor valve travel. The valve Is stroked open from the MCR using Plant Control System (PLS)controls and timed using a stopwatch. The valve Is verified to stroke open and the time Is recorded. This testing Is repeated for VPS-PL-800B. The test results show that for Unit 3, VPS-PL-800A opens In XX seconds and VPS-PL-800B opens In YY seconds and Unit 4 VPS-PL-800A opens In XX seconds and VPS-PL-800B opens In YY seconds which confirm that Unit 3 and Unit 4 containment vacuum relief Isolation valves(VPS-PL-V800A and VPS-PL-V800B) open within 30 seconds.

The completed test results (References 1 and 2)confirm that Unit 3 and Unit 4 containment vacuum relief Isolation valves(VPS-PL-V800A and VPS-PL-V800B) open within 30 seconds.

References 1 and 2 are available for NRC Inspection as part of Unit 3 and Unit 4 ITAAC Completion Packages(References 3 and 4).

List of ITAAC Findings In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company(SNC) performed a review of all findings pertaining to the subject ITAAC and

U.S. Nuclear Regulatory Commission ND-19-0212 Enclosure Page 3of 3 associated corrective actions. This review found there are no relevant ITAAC findings associated with this ITAAC.
