By letter dated October9, 2025 (ML25282A072), the licensee submitted a license amendment request(LAR) for Limerick Generation Station, Unit1. This e-mail provides the results of the U.S.Nuclear Regulatory Commission(NRC) staffs acceptance review of the licensees request per the Office of Nuclear Reactor Regulation Office InstructionLIC-109, Acceptance Review Procedures for Licensing Basis Changes (ML20036C829).

The NRC staff has reviewed your application and concluded that it provides technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the request in terms of regulatory requirements and the protection of public health and safety and the environment. Because the acceptance review is of less scope and depth than the technical review, the NRC staff may need additional information to complete its review, despite an adequate acceptance review, which the staff would request by separate correspondence.

The NRC staff noted that the LAR submitted on October 9, 2025, proposed changes to the same Unit1 technical specification requirements as the LAR submitted on August 15, 2025 (ML25227A183). The licensee requested that the NRC complete its reviews of both LARs by the same date (March31, 2026) to support the Unit1 refueling outage in spring2026.

The NRC staff determined that if it approves both LARs, then the amendments to the Unit1 TS could be issued concurrently, which would be more efficient than processing the amendments in separate documents, and would reduce ambiguity from overlapping implementation periods for different TS requirements. If the NRC determines that this approach is no longer feasible, then the NRC staff will inform licensee staff during routine communications.

To develop the resource estimates for the review of the LAR submitted on October 9, 2025, the NRC staff applied a graded estimate method for licensing actions that the staff discussed with industry during a public workshop held on August5, 2025(ML25217A212).

Based on the NRC staffs initial review of the application and discussions during the preapplication meeting on September29, 2025(ML25321A393), the staff has estimated that its review will take approximately 170hours to complete. The NRC staff expects to complete this review on or by March31,2026 (approximately 3.5months).

Because the LAR submitted on October 9, 2025, would affect the same TS requirements as the LAR submitted on August 15, 2025, and because the Federal Government shutdown from October1 through November12, 2025, resulted in temporarily suspending most regulatory review activities at the NRC, the NRC staff is revising its estimated completion date communicated in NRCs acceptance review email dated September12, 2025

(ML25255A302) for the LAR submitted on August15, 2025. The NRC staff now expects to complete its review of that LAR on or by March31,2026 (from March12, 2026).

If there are any complexities or challenges in the review that would cause changes to these estimates, then the new estimates and the reasons for the changes will be communicated during routine discussions between the licensee and NRCs licensing project manager.

Also, for the licensees awareness and consideration, during the acceptance review, the NRC staff identified the following topics that it may need to address with the licensee, possibly through an information request: (1) whether the proposed TS pages in the LARs should use the term operational condition instead of mode, and (2) the basis for using different operational conditions for the Type A and Type C testing proposed timing requirements in the proposed inserts. If necessary, the NRC staff will convey any information requests in subsequent communications (e.g., via a request for confirmation of or for additional information).
