NRC Acceptance Review for Limerick One-Time ILRT Extension LAR (L-2025-LLA-0126)

Date:

Friday, September 12, 2025 7:35:00 AM Licensee: Constellation Energy Generation, LLC Plants: Limerick Generating Station, Units 1 and 2 Licenses: NPF-39 and NPF-85 Dockets: 50-352 and 50-353

Lane,

By letter dated August 8, 2025 (ML25220A209, nonpublic), as supplemented by letter dated August 15, 2025 (ML25227A183, publicly available), the licensee requested a license amendment for Limerick Generation Station, Units 1 and 2. This e-mail provides the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of the licensees request per the Office of Nuclear Reactor Regulation Office Instruction LIC-109, Acceptance Review Procedures for Licensing Basis Changes (ML20036C829).

The NRC staff has reviewed your application and concluded that it provides technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment. Because the acceptance review is of less scope and depth than the technical review, the NRC staff may need additional information to complete its review, despite an adequate acceptance review, which the staff would request by separate correspondence.

To develop the resource estimates for this review, the NRC staff applied a graded estimate method (GEM) for licensing actions that the staff discussed with industry during a public workshop held on August 5, 2025 (ML25217A212). Based on the NRC staffs initial review of the application and discussions during the preapplication meeting on June 26, 2025 (ML25188A208), the NRC staff has estimated that its review will take approximately 260 hours0.00301 days
0.0722 hours
4.298942e-4 weeks
9.893e-5 months
to complete. The NRC staff expects to complete this review in approximately 6 months (or on or by March 12, 2026). If there are any complexities or challenges in the review that would cause changes to these estimates, then the new estimates and the reasons for the changes will be communicated during routine discussions between the licensee and NRCs licensing project manager.
