LIMERICK GENERATING STATION, UNIT 1 - PARTIAL WITHDRAWAL OF AN AMENDMENT REQUEST (EPID L-2025-LLA-0126)

Dear Mr. Mudrick:

By letter LG-25-063 dated August 8, 2025 (non-public), as supplemented by letter LG-25-063R1 dated August 15, 2025 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML25227A183),1 Constellation Energy Generation, LLC (the licensee) applied for amendments to Renewed Facility Operating License Nos. NPF-39 and NPF-85 for the Limerick Generating Station (Limerick), Units 1 and 2. The licensee requested the U.S. Nuclear Regulatory Commission (NRC) to modify the facility technical specifications to allow a one-time extension to performing the containment integrated leakage rate test, which is required to be performed every 15 years.

On December 30, 2025, a notice of consideration of issuance of amendment and proposed no significant hazards consideration determination was published in the Federal Register (90 FR 61172) for the license amendment requests.

Subsequently, by letter LG-26-030 dated January 30, 2026 (ML26030A249), the licensee withdrew the amendment request for Limerick, Unit 1 only, and supplemented the application for Limerick, Unit 2.

The purpose of this letter is to notify the licensee that the NRC is treating the above-cited license amendment request for Limerick, Unit 1, as withdrawn. The NRC staff is continuing its review of the license amendment request for Limerick, Unit 2.

Regarding the above-cited amendment request for Uniti 1, the NRC staff has filed the enclosed Notice of Partial Withdrawal of Application for Amendment to Facility Operating License with the Office of the Federal Register for publication.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) has granted the request of Constellation Energy Generation, LLC (Constellation, the licensee) to withdraw the portion of its application dated August 8, 2025, as supplemented by letter dated August 15, 2025, that proposed an amendment to Renewed Facility Operating License No. NPF-39. The licensee withdrew its request to modify the facility technical specifications to allow a one-time extension to performing the containment integrated leakage rate test, which is required to be performed every 15 years.

SUPPLEMENTARY INFORMATION:

The NRC has granted Constellations request dated January 30, 2026 (ADAMS Accession No. ML26030A249), to withdraw the portions of its application dated August 8, 2025 (non-public), as supplemented by letter dated August 15, 2025 (ADAMS Accession No. ML25227A183), that are applicable to Renewed Facility Operating License No. NPF-39 for the Limerick Generating Station, Unit 1, located in Limerick, Pennsylvania. The licensees supplement dated August 15, 2025, is a publicly available

3 version of the application dated August 8, 2025, which contains personally identifiable information.

The licensee requested the NRC to modify the facility technical specifications to allow a one-time extension to performing the containment integrated leakage rate test, which is required to be performed every 15 years. The portions of the request that are applicable to Renewed Facility Operating License No. NPF-85 for the Limerick Generating Station, Unit 2, have not been withdrawn.

A notice of consideration of issuance and proposed no significant hazards consideration determination for the license amendment request was published in the Federal Register (90 FR 61169) on December 30, 2025.
