By letter LR-N25-0074 dated September 24, 2025 (ML25268A071), the licensee submitted License Amendment Request (LAR) S25-01 for the Salem Nuclear Generating Station, UnitNos.1 and2. This email provides the results of the U.S.Nuclear Regulatory Commission(NRC) staffs acceptance review of the licensees request per the Office of Nuclear Reactor Regulation Office InstructionLIC-109, Acceptance Review Procedures for Licensing Basis Changes (ML20036C829).
The NRC staff has reviewed the application and concluded that it provides technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the request in terms of regulatory requirements and the protection of public health and safety and the environment. Because the acceptance review is of less scope and depth than the technical review, the NRC staff may need additional information to complete its review, despite an adequate acceptance review, which the staff would request by separate correspondence.
To develop the resource estimates for this review, the NRC staff applied a graded estimate method for licensing actions that the staff discussed with industry during a public workshop held on August5, 2025(ML25217A212). Based on the NRC staffs initial review of the application, the NRC staff has estimated that its review will take approximately 650hours to complete. The NRC staff expects to complete this review on or by September15,2026 (in approximately 9months). If there are any complexities or challenges in the review that would cause changes to these estimates, then the new estimates and the reasons for the changes will be communicated during routine discussions between the licensee and NRCs licensing project manager.
Also, for the licensees awareness, during the acceptance review, the NRC staff identified the following topics that it may need to address with the licensee, possibly through audit activities or requests for additional information:
The NRC staff may request to audit supporting calculations for the thermal-hydraulic and safety analysis related sections of the LAR early in the review.
The NRC staff would like to discuss the potential need for technical specifications regarding the addition of cobalt burnable absorbers (COBAs) in reactor core.
The NRC staff would like to discuss the potential need for clarification in the proposed license conditions regarding the licensees receipt and use of Co-60.
The NRC staff would like to discuss the potential need for clarification in the proposed
license conditions regarding the scope, location, and purposes of possession of isotope production with respect to 10 CFR 30.34(c) and 10 CFR Part 71 requirements.
The NRC staff will convey any audit needs and information requests in subsequent communications (e.g., via an audit plan or requests for confirmation of or for additional information).
