SUMMARY

IN SUPPORT OF LICENSE AMENDMENT REQUESTS TO ADOPT TSTF-505, REVISION 2, PROVIDE RISK-INFORMED EXTENDED COMPLETION TIMES - RITSTF INITIATIVE 4b, AND 10 CFR 50.69, RISK-INFORMED CATEGORIZATION AND TREATMENT OF STRUCTURES, SYSTEMS AND COMPONENTS FOR NUCLEAR POWER REACTORS, (EPID L-2025-LLA-0021 AND EPID L-2025-LLA-0022)

Dear Mr. Sharbaugh:

By two letters dated January 31, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML25031A416 and ML25031A371), PSEG Nuclear LLC (PSEG) submitted license amendment requests (LARs) to amend the licenses for Salem Generating Station, Units 1 and 2, Renewed Facility Operating License Nos. DPR-70 and DPR-75, respectively. The proposed LARs would adopt Technical Specifications Task Force Traveler 505 (TSTF-505), Revision 2, Provide Risk-informed Extended Completion Times, RITSTF Initiative 4b and adopt the provisions of Title 10 of the Code of Federal Regulations, Section 50.69, Risk-informed categorization and treatment of structures, systems and components for nuclear power reactors.

The U.S. Nuclear Regulatory Commission (NRC) staff reviewed the licensees submittals and determined that a regulatory audit would assist in the timely completion of the licensing review process. The NRC staff issued the regulatory audit plan on April 14, 2025 (ML25096A002).

The NRC staff conducted a virtual regulatory audit from April 28, 2025, to September 10, 2025, to support its review of the LAR. During the regulatory audit, the NRC staff reviewed documents and held discussions with the PSEG staff and its representatives. The regulatory audit summary is enclosed with this letter.

1.0 INTRODUCTION

By two letters dated January 31, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML25031A416 and ML25031A371), as supplemented by letters dated October 10 and November 19, 2025 (ML25283A069 and ML25323A288, respectively), PSEG Nuclear LLC (PSEG, the licensee) submitted license amendment requests (LARs) to amend the licenses for Salem Generating Station, Units 1 and 2 (Salem), Renewed Facility Operating License Nos. DPR-70 and DPR-75, respectively. The proposed LARs would adopt Technical Specifications Task Force Traveler 505 (TSTF-505), Revision 2, Provide Risk-informed Extended Completion Times, RITSTF [Risk-Informed Technical Specification Task Force] Initiative 4b and adopt the provisions of Title 10 of the Code of Federal Regulations, Section 50.69, Risk-informed categorization and treatment of structures, systems and components for nuclear power reactors.

The U.S. Nuclear Regulatory Commission (NRC) staff reviewed the licensees submittals and determined that a regulatory audit would assist in the timely completion of the licensing review process. The NRC staff issued the regulatory audit plan on April 14, 2025 (ML25096A002),

which detailed the logistics, scheduling, and audit request items.

The NRC staff conducted a virtual regulatory audit from April 28, 2025, to September 10, 2025, to support its review of the LAR. During the regulatory audit, the NRC staff reviewed documents and held discussions with the PSEG staff and its representatives.

The regulatory audit was performed consistent with NRC Office of Nuclear Reactor Regulation (NRR) Office Instruction LIC-111, Revision 1, Regulatory Audits, dated October 31, 2019 (ML19226A274).

2.0 AUDIT ACTIVITIES AND CONCLUSION The audit was conducted via the use of an online reference portal set up by the licensee.

Section 3.0 of this audit summary lists the NRC staff individuals that took part in or attended the audit. Through the online reference portal, the NRC staff reviewed the licensees documents made available from April 28, 2025, through September 10, 2025. On May 8, July 8, and July 9, 2025, the NRC staff submitted audit questions to the licensee (ML25169A316, ML25189A154, and ML25190A285, respectively). Formal, virtual audit meetings with the licensee were held on July 15 and September 10, 2025, to facilitate technical discussions of audit questions according to the audit plan.

Technical discussions were focused on the following major areas: probabilistic risk assessment (PRA), technical specifications (TSs), electrical engineering, and instrumentation and control functions. There were no open items from audit discussions and no deviations from the audit plan. Non-docketed information provided by the licensee in response to audit questions and the formal meetings is listed in section 4.0 of this audit summary.

By letter dated October 10, 2025 (ML25283A069), the licensee submitted a supplement to the subject LARs that provided the technical discussion supporting the audit questions. In a subsequent supplement dated November 19, 2025 (ML25323A288), the licensee submitted a correction to a TS markup pageunrelated to the regulatory audit activitiesafter identifying an administrative change on a previously submitted TS page that should have been included in the TS markups for the TSTF-505 LAR. The NRC staff reviewed both supplements and determined that no additional information was required to complete its review of the subject LARs.
