NRC letter to PSEG, Issuance of Amendment Re: One-Time On-Line Battery Replacement, dated September 1, 2010 (ADAMS Accession No. ML102150499)
In accordance with 10 CFR 50.90, PSEG Nuclear LLC (PSEG) submitted, in Reference 1, a request for an amendment to the Technical Specifications (TS) for Salem Generating Station (Salem) Units 1 and 2. The request was to adopt the provisions of Technical Specifications Task Force (TSTF) Travelers TSTF-505, Revision 2, and TSTF-591, Revision 0, for Salem. PSEG provided a supplement to this application in Reference 2.
During ongoing preparations for implementation of the Risk Informed Completion Time Program at Salem, PSEG identified one additional administrative change on a previously submitted TS page that should have been included in the TS markups provided in Reference 1. Specifically, Unit 2, TS page 3/4 8-10 contains a footnote that was added in Amendment 280 (Reference 3).
LR-N25-0091 10 CFR 50.90 LAR S24-02 Page 2 The footnote supported on-line replacement of 125 VDC Battery 2C, which was only approved on a one-time basis. The footnote expired upon completion of the replacement activity in 2010 and should be removed from the TS with this amendment. This additional change is an administrative variation from TSTF-505/TSTF-591 and does not impact the applicability of the travelers to the Salem TS.
The Attachment to this letter provides a revised Unit 2 TS markup page 3/4 8-10. The revised TS markup page supersedes the Unit 2 TS markup page 3/4 8-10 previously provided in.2 to Reference 1. All other markups provided in Reference 1, as superseded by Reference 2, are unaffected. Additionally, no TS Bases changes are required as the result of deleting this footnote.
PSEG has determined the information provided in this supplement does not alter the conclusions reached in the 10 CFR 50.92 no significant hazards determinations previously submitted in Reference 1. Additionally, the information provided herein does not affect the basis for concluding that neither an environmental impact statement nor an environmental assessment need be prepared in connection with the proposed amendments.
In accordance with 10 CFR 50.91(b)(1), a copy of this supplement is being provided to the designated State of New Jersey official.
There are no new or revised regulatory commitments contained in this letter.
