- Onsite Emergency Response Organization (ERO) Status Dedicated Facilities not required ERO: Limited to 3 positions (1 on-shift, two augmented)
- Offsite Emergency Planning Status Off-site Radiological Emergency Planning not currently required by regulations Sirens have been removed
- Constellation intends to restore the Emergency Plan that was in place during power operations with minimal exception
- Changes to the E-PLAN from previous power operations Requesting Standard Emergency Response Organization (SERO) Staffing The rest of the Constellation Fleet has already made this transition in 2019 based upon NUREG-0654 Rev 2 staffing.
Combining current Independent Spent Fuel Storage Installation (ISFSI) only Emergency Action Levels (EALs) with previously used and approved NEI 99-01 REV 6 EALs. No significant changes besides combining the matrices and structure.
The Alert and Notification System (ANS) will be upgraded to use the Integrated Public Alert Warning System (IPAWS) as the primary technology to notify the public in the event of an emergency.
- Off-site Emergency Planning Status Constellation is actively supporting the Off-site Response Organizations (OROs) and the Commonwealth of PA to update and restore their offsite Radiological Emergency Plans. Goal is to have all of their plans submitted to FEMA for review and approval by 2nd Quarter 2026.

Site-specific Dose Assessment and Core Damage software will be updated.
Crane will use Electronic Offsite Notification Software (EONS) to ensure emergency notifications are performed accurately and promptly.
Emergency Response Facility Restoration 8
- Crane Clean Energy Center (Three Mile Island, Unit 1) previously used outdoor warning sirens as the primary Alert and Notification System (ANS). All sirens have since been removed.
- Integrated Public Alert Warning System (IPAWS) will be used as primary technology to notify the public in the event of a radiological emergency.

- IPAWS Enables authorized government agencies to issue various types of alerts:
- Emergency Alert System (EAS) messages
- Wireless Emergency Alert (WEA) to mobile devices
- NOAA Weather Radio alerts
- Other Alerting Services (digital signage, internet, social media, etc.)
- IPAWS is currently used by OROs in Pennsylvania for all hazards, which meets the FEMA requirement to notify essentially 100% of the population in the event of an emergency
- Additionally, OROs are required to have special alerting procedures in place to notify those individuals who have limited access to communication technology or coverage (e.g. recreational areas, Plain communities, etc.)
- OROs need accurate and up-to-date Evacuation Time Estimates (ETEs) to ensure timely and accurate evacuation decisions are made to protect the public in the event of an emergency
- An in-depth ETE study is currently in-progress based on 2020 census data and to account for:
- Population growth / shift
- Transportation network changes
- Special facilities, such as prisons, hospitals, daycares, etc.
- The ETE provides information for use in the formulation of a licensees protective action recommendations
- enhance their emergency response plans
- inform protective action decision making
- be used to assist in development of traffic management plans to support any necessary proactive action decisions
- Constellation will submit the final ETE report to the NRC in accordance with 10 CFR 50, Appendix E requirements and the ETE will be reviewed and updated annually for changes in accordance with regulatory requirements Evacuation Time Estimate Study 10
- Constellation anticipates submitting the Emergency Plan License Amendment Request (LAR) in 4th Quarter 2025
- ANS Design Report will be submitted to FEMA in 4th Quarter 2025
- Offsite Response Organization (ORO) Response Plan approval:
- All plans submitted to FEMA by 2nd Quarter 2026 for review and approval
- FEMA will evaluate offsite response in accordance with the FEMA REP Manual
- Constellation anticipates that the Emergency Preparedness program will be ready for NRC review no later than 1st Quarter 2027
- Constellation has worked with NRC, FEMA and OROs to schedule and conduct an evaluated full-scale integrated exercise in 1st Quarter 2027
- For final approval, it is anticipated that:
- A final statement of Emergency Preparedness readiness will be included in an Operational Readiness Letter sent to NRC in the 1st Quarter 2027
- NRC will provide final authorization to reinstate the Emergency Plan to be bundled with the approval to return to the Operating Reactor License Basis (ORLB)
