SUMMARY
OF JUNE 30, 2025, PUBLIC MEETING WITH CONSTELLATION ENERGY GENERATION, LLC, REGARDING A PLANNED LICENSE AMENDMENT REQUEST TO REVISE THE LICENSE AND TECHNICAL SPECIFICATIONS TO SUPPORT REAUTHORIZATION OF POWER OPERATIONS (EPID L-2025-LRM-0018)
On June 30, 2025, a hybrid public meeting via webinar was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Constellation Energy Generation, LLC (Constellation, the licensee). The purpose of the meeting was to discuss a proposed license amendment request (LAR) to revise the license for the Christopher M. Crane Clean Energy Center (CCEC) to revise the renewed facility license and permanently defueled technical specifications (TSs) to support reauthorization of power operations. The meeting notice and agenda, dated June 20, 2025, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML25171A009. The licensee began the presentation with introductions, purpose and goals for the meeting, and background information such as the operational history of the unit, history of the license, and overview of Constellations regulatory path to reauthorize power operations at the CCEC. The licensee then discussed their planned LAR to revise the renewed facility license (RFL) and post defueled technical specifications (PDTS) to be consistent with the renewed facility operating license (RFOL) and operating TSs that were in effect when the unit was last operational, with some changes. Constellation stated they plan to use the TS as amended by license amendment number 294 as the baseline for restoration because that revision represents the most recent version of the TS for the operating unit. License amendment 295 revised the TS for a permanently defueled condition. Constellation discussed several license amendments that have been issued since amendment 294 that will be incorporated into the TS on restoration. These amendments create differences between the license and TS as they were upon issuance of amendment 294, and Constellation stated they plan to address each of those differences in the LAR. The licensee discussed their proposed revisions to existing license conditions that are necessary to facilitate operation of the unit, and restoration of past license conditions that were removed during the decommissioning period. Constellation also provided examples of the format they intend to use in the LAR to show differences and justification between current license conditions, or license conditions that existed upon issuance of amendment 294, and the proposed license conditions if the LAR is approved. The licensee noted that changes shown during the presentation were provided as examples and subject to change.
Following discussion of license conditions, Constellation discussed restoration of the operating TS and differences between the TS as revised by amendment 294 and the TS planned to be proposed by the LAR. Constellation stated they intend to restore the following sections of the TS with no technical differences: 1.0, Definitions; 2.0, Safety System Settings; 5.0, Design Requirements. Constellation is considering requesting technical changes to the other sections of the TS, 3.0, LCOs; 4.0 Surveillance Standards; 6.0 Administrative Controls; as described in their presentation. Constellation closed the presentation with a brief discussion on restoration of the Updated Final Safety Analysis Report (UFSAR), which they stated will be restored as DRAFT Revision 25, and will be baselined by UFSAR Revision 24, dated April 6, 2018 (ML18117A350), which is the most recent revision of the UFSAR prior to decommissioning.
The NRC staff asked questions of the licensee throughout the meeting. One of the proposed changes to TS 3.3.1.1, Injection Systems, would remove notes allowing for temporary operation of the Borated Water Storage Tank connected to seismic class II piping in the cleanup and recirculation pathways. Constellation stated an engineering design change qualified the piping as seismic class I and therefore, the notes were no longer necessary. The NRC staff asked if the change had been previously reviewed, which codes/standards were used by the licensee to reclassify the piping, and if the engineering design change would be made available to the NRC staff for review. Constellation suggested a regulatory audit to support review of the LAR, and the information could be viewed during the audit. Information needed on the docket to make a safety finding would be provided in response to a request for additional information from the NRC staff. The NRC staff also asked about system restoration and testing so the NRC staff has assurance the restored TS will provide safety. Constellation discussed their plan to restore systems using, system restoration groups, which is described in their letter dated November 4, 2024, Regulatory Path to Reauthorize Power Operations (ML24310A104).
Members of the public were in attendance and some of them had comments for the NRC staff.
There were some comments in favor of the licensee moving forward with the project for reasons related to providing local jobs, tax revenue, and a clean energy source. Others had comments that were generally against the licensee moving forward with the project related to potential for tritium release, use of the sites generated power for a specific companys data centers, and overall distrust for nuclear power. Others were against the project but had questions/comments more specific to the planned request to restore the operating license and TS, such as concerns about tracking of the aging management license conditions, potential failure of the Polar Crane, and knowledge management at the facility.
