CONSTELLATION ENERGY GENERATION, LLC FACILITIES: THREE MILE ISLAND NUCLEAR STATION, UNIT 1
SUBJECT:
SUMMARY
OF FEBRUARY 19, 2025, MEETING WITH CONSTELLATION ENERGY GENERATION, LLC REGARDING PLAN TO SUBMIT EMERGENCY PLAN AMENDMENT AT THREE MILE ISLAND NUCLEAR STATION, UNIT 1 On February 19, 2025, an Observation meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Constellation Energy Generation, LLC (the licensee) at 11555 Rockville Pike, Rockville, MD. The purpose of the meeting was to discuss the licensees plan to submit their proposed emergency plan for the potential resumption of power operations at Three Mile Island Nuclear Station, Unit 1. The meeting notice and agenda, dated February 4, 2025, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML25045A022. A list of attendees is provided as an Enclosure. The licensees slide presentation is available in ADAMS at Accession No. ML25044A132.
The licensee began the presentation with some background information such as a brief timeline on recent plant milestones and moved on to describing the current status of the plant. The licensee stated that all fuel has been moved out of the spent fuel pool and into Independent Spent Fuel Storage Installations. The licensee also stated that most major plant systems have been drained and deenergized and no major components have been removed. The licensee then showed a timeline related to the activities associated with the emergency plan restoration.
The timeline shows the license amendment request for the emergency plan being submitted around the end of the third quarter/beginning of the fourth quarter of 2025. It also shows the current planned submittal dates for the evacuation time estimate (submitted to the NRC) and the alert notification system design report (submitted to the Federal Emergency Management Agency) both occurring in the fourth quarter of 2025. The licensee mentioned how theyve already begun discussions with the offsite response organizations and are working with them to finalize the date for the final exercise occur in the first quarter of 2027.
The licensee then went on to describe some of the content for the proposed emergency plan.
The licensee stated that the plan would be based on NUREG-0654 Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants: Final Report, Revision 2, with emergency action levels based upon NEI 99-01 Development of Emergency Action Levels for Non-Passive Reactors, Revision 7 (DRAFT).
The licensee stated that emergency response organization (ERO) staffing levels would be align with the Constellation fleet model and that the levels would be restored to the last operational on-shift staffing analysis. The licensee did mention that they would be asking for approval of remote response to the technical support center (TSC) for engineering support and a 90-minute activation time for TCS, operations support center, and emergency operations facility (EOF).
The NRC staff asked questions around these deviations, mostly on how the fleet plan would handle these deviations for one plant given the shared EOF. The NRC staff stated that the licensee would need to provide adequate justification in its application for these deviations. The NRC staff also asked about whether the plan would account for a near site facility given the change in the regulations related to sites that have a shared EOF. The licensee said they would account for that requirement in their submittal. After briefly discussing the content of its future evacuation time estimate, the licensee finished its presentation by discussing some of the efforts it has, and will take, to restoring the offsite response organizations. Most of this discussion was around the use of the Integrated Public Alert and Warning System (IPAWS) due to the old siren system being removed.
Members of the public were in attendance and some of them had comments for the NRC staff.
There were some comments in favor the licensee moving forward with the project for reasons related to providing local jobs, tax revenue, and a clean energy source. Others had comments that were generally against the licensee moving forward with the project related to long term storage of waste, that it was too risky and that they would fight against the restart of the plant.
Others were against the project but had questions/comments more specific to the planned emergency preparedness submitted related the licensees plan to use IPAWS instead of sirens as a means to alert the public, what would be the backup to IPAWS, evacuation plan feasibility, and the use of one EOF for multiple sites.
