SUMMARY
OF OCTOBER 9, 2025, MEETING WITH CONSTELLATION ENERGY GENERATION, LLC, REGARDING A PLANNED LICENSE AMENDMENT REQUEST TO REVISE THE EMERGENCY PLAN TO SUPPORT RESUMPTION OF POWER OPERATIONS (EPID L-2025-LRM-0018)
On October 9, 2025, an observation meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Constellation Energy Generation, LLC (Constellation, the licensee) at NRC Headquarters in Rockville, MD. The purpose of the meeting was to discuss a proposed license amendment request (LAR) to revise the emergency plan for the Christopher M. Crane Clean Energy Center (CCEC) to support potential restart of the unit.
The meeting notice and agenda, dated September 24, 2025, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML25268A150. A list of attendees is provided as an enclosure to this summary. The NRC staff and Constellation representatives previously met to discuss this planned LAR on February 19, 2025. The meeting notice, presentation, and summary from that meeting are available in ADAMS at package, ML25090A249.
The meeting began with introductions and opening remarks from the NRC staff, followed by introductions of Constellation staff. The licensee then moved into their presentation for the meeting, which began with the purpose and goals for the meeting, and the status of the site emergency preparedness program. The licensee then discussed their plan to restore the last approved revision of the emergency plan, with proposed changes to the plan. Specifically, Constellation plans to request standard emergency response organization (ERO) staffing that aligns with other Constellation sites and is based on guidance in NUREG-0654, Revision 2, combine the current Independent Spent Fuel Storage Installation (ISFSI) only Emergency Action Levels (EALs) with the EALs from the previously approved emergency plan, upgrade the Alert and Notification System (ANS) using the Integrated Public Alert Warning System (IPAWS) as the primary means to notify the public of an emergency, restore the emergency response facilities for the site, and provided a status on the Evacuation Time Estimate (ETE) study that is in progress for the site. Constellation closed the presentation with the timeline for submitting the LAR and other activities associated with reestablishing an emergency plan for an operational reactor.
The NRC staff asked the licensee several questions throughout the presentation. Specifically:
The NRC staff asked if Constellation will maintain previous commitments from the NRCs 2003 approval of the emergency operations facility (EOF) located greater than 25 miles from the facility, such as providing an operations knowledgeable individual to the EOF and if they will be maintaining the Joint Public Information Center (JPIC) in Harrisburg as part of their emergency plan submittal. Constellation stated they will review previous commitments associated with the 2003 approval, but their intent is to restore operations as they were when the plant was last operating which should incorporate those commitments.
The NRC staff discussed the need to establish a near site facility, or request an exemption to the requirement for a near site facility for an emergency operations facility that is greater than 25 miles from the plant, or for Constellation to provide sufficient justification in the application to show the CCEC meets the provision of 10 CFR Part 50, Appendix E, paragraph IV.E.8.e. Constellation stated they would consider these options.
The NRC staff asked what the backup system would be for IPAWS. Constellation stated they intend to use an independent electronic notification system.
The NRC staff asked if the schedule provided by Constellation regarding startup activities included sufficient time for the Federal Emergency Management Agency (FEMA) to provide their finding of reasonable assurance to the NRC. Constellation stated they are coordinating with FEMA and offsite response organizations on the schedule.
The NRC staff asked if the license amendment request would provide justifications for the differences and deviations along with a redline strikeout and a clean version of the emergency plan as part of their submittal. Constellation stated that the submittal will have justification for differences between the previously approved plan and the proposed plan, along with a track changes (redline strikeout) and clean copy of the plan.
Members of the public were in attendance and some of them had comments for the NRC staff.
The comments were in favor of the licensee moving forward with the restart project for reasons such as economic and job benefits for the local community, increased tax revenue, supplying power to the grid to support increased energy demand, and a clean energy source.
At this meeting, the NRC staff made no regulatory decisions. No Public Meeting Feedback Forms were received.
