25-249 RO 50-338/339 50-280/281 NPF-4/7 DPR-32/37 NORTH ANNA POWER STATION UNITS 1 AND 2 SURRY POWER STATION UNITS 1 AND 2 WITHDRAWAL OF LICENSE AMENDMENT REQUESTS UPDATED MAIN STEAM LINE BREAK ALTERNATE SOURCE TERM DOSE CONSEQUENCES ANALYSES By letter dated May 16, 2025 (ADAMS Accession number ML25136A297), Virginia Electric and Power Company (Dominion Energy Virginia) submitted license amendment requests (LARs) to update the Main Steam Line Break (MSLB) Alternate Source Term (AST) dose consequence analysis for NAPS and SPS Units 1 and 2, respectively. The LARs specifically updated the MSLB AST dose consequence analysis for each station to extend cooldown timelines that could result from a stagnant Reactor Coolant System loop condition following a postulated MSLB event.
The U. S. Nuclear Regulatory Commission (NRC) completed the acceptance review of the submittal and identified the need to conduct a regulatory audit to examine Dominion Energy Virginia's analysis and non-docketed information. The regulatory audit plan was issued by letter dated July 29, 2025 (ADAMS Accession Number ML25203A271 ). During the audit, Dominion Energy Virginia discovered that its transient analysis was overpredicting steam flow rate and velocity results for the faulted main steam safety valve steam dry-out scenario. This resulted in inappropriate application of the X/Q "divide-by five rule" in the dose analysis during this scenario, which resulted in incorrect dose consequences.
In consideration of this discovery, Dominion Energy Virginia is hereby withdrawing the LARs until corrections have been made to dose consequence analyses with the intent to resubmit the LARs in the future.
