UPDATED INSPECTION PLAN FOR SOUTH TEXAS PROJECT ELECTRIC GENERATING STATION, UNITS 1 AND 2 (REPORT 05000498/2025005 AND 05000499/2025005)
Dear Charles Kharrl:
The enclosed inspection plan lists the inspections scheduled through June 30, 2027, for the South Texas Project Electric Generating Station, Units 1 and 2. The U.S. Nuclear Regulatory Commission (NRC) provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. Routine inspections performed by resident inspectors are not included in the inspection plan. The inspections listed during the last twelve months of the inspection plan are tentative and may be revised. As discussed in SECY-25-0045, Recommendations for Revising the Reactor Oversight Process, dated June 5, 2025, (ML25042A278), the NRC determined that a broad, comprehensive review of the Reactor Oversight Process (ROP) is necessary to reflect improvements in industry performance and advancements in technology. The outcome of the comprehensive review and recommendations to revise the ROP baseline inspection program, when approved by the NRC Commission, will require a revision to this inspection plan. The NRC will contact you as soon as possible to discuss any revisions after the new baseline inspection program is implemented. The Regional Administrator has approved the staffs plan to conduct Inspection Procedure (IP) 71003, Post-Approval Site Inspection for License Renewal, for each unit at your facility as indicated in the enclosed inspection plan.
As we communicated to you in our Annual Assessment Letter, dated March 11, 2025 (ML25062A164), the NRC plans to conduct a supplemental inspection in accordance with IP 95001, Supplemental Response to Action Matrix Column 2 (Regulatory Response) Inputs.
This inspection will be scheduled when you notify the NRC of your readiness.
During the last assessment cycle, the NRC had identified a cross-cutting theme in the Human Performance area in accordance with Inspection Manual Chapter 0305 because the inspectors had identified six findings with the Avoid Complacency cross-cutting aspect in this area. In the current assessment cycle this cross-cutting theme no longer exists.
