SUMMARY
The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an integrated inspection at Clinton Power Station, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. Refer to https://www.nrc.gov/reactors/operating/oversight.html for more information.
List of Findings and Violations No findings or violations of more-than-minor significance were identified.

3 PLANT STATUS Unit 1 began the inspection period at rated thermal power (RTP). On April 12, May 17, May 31, June 14, June 21, and June 28, 2025, Unit 1 lowered power to between 75 and 85 percent RTP to perform planned control rod sequence exchange and other rod adjustments to ensure an even fuel depletion. Following completion of these reactivity manipulations, the unit was returned to RTP and continued to operate at or near RTP for the remainder of the inspection period.
INSPECTION SCOPES Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors performed activities described in IMC 2515, Appendix D, Plant Status, observed risk-significant activities, and completed on-site portions of IPs. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

The inspectors reviewed the licensees implementation of its corrective action program related to the following issues:
(1) nuclear fleet wide action 04787989-23 to risk rank all small-bore vent and drain pipes in the drywell that see primary system pressure that would prevent recurrence of a forced outage similar to what resulted from the C1F64 Clinton Power Station Forced Outage due to excessive drywell leakage event on May 23, 2023. Inspectors reviewed the site completed corrective actions for this issue on June 30, 2025.
71152S - Semiannual Trend Problem Identification and Resolution Semiannual Trend Review (Section 03.02) (1 Sample)

The inspectors reviewed the licensees corrective action program to identify potential trends in content and disposition of items listed in degraded equipment/operations concerns list, which is included in every plan of the day that might be indicative of a more significant safety issue. For this sample the inspectors focused on a snapshot of the 22 items contained in the degraded equipment/operations concerns list on May 7, 2025.
10 INSPECTION RESULTS Observation: Review of the Plan of the Day Degraded Equipment/Operations Concerns List 71152S The inspectors noted the degraded equipment/operations concerns list contained 22 work orders and is included in each plan of the day. The inspectors organized the 22 items into 4 categories related to the degraded conditions potential impact on the operating unit. There were 6 items associated with balance of plant-support, 4 items in balance of plant-electrical, 2 items in balance of plant-auxiliary, and 11 items in reactor-support. The inspectors reviewed the items for length of time on the list, potential for plant impacts if the identified condition worsened before correction, and potential cumulative impacts of all 22 items.
One item of note the inspectors evaluated was the item titled, Sudden drops in service air header pressure, added to the list on September 15, 2024. The issue was documented under AR 04801875 and work request (WR) 01567135. The licensees impact assessment states a loss of service air can result in undesired control rod insertion and a plant scram.
The inspectors noted the service air system was the subject of a previous problem identification and resolution trend sample in the third quarter of 2024, as documented in Inspection Report 2024003. In that report, the inspectors noted similar performance issues that did not result in a plant transient. The inspectors reviewed the service air system health report and noted multiple component deficiencies being tracked. Items include corrective actions for issues such as component leak by, overdue preventive maintenance, and unusual noises/indications.
The inspectors also evaluated three items associated with shutdown service water piping issues, including a code case repair, low ultrasonic thickness readings, and a through wall leak added from August to October of 2024. The inspectors reviewed the interim corrective actions and planned corrective actions to resolve the identified conditions.
Finally, the inspectors evaluated plant chiller WO-D which tripped due to low oil pressure caused by an oil leak, added to the list on April 17, 2025. The licensees impact assessment notes the loss of redundancy for the chilled water system and impact to temperature sensitive areas which may result in a scram. The inspectors reviewed the corrective actions and planned return to service schedule.
The inspectors did not identify any findings or violations of NRC requirements in the course of this review.
