OF APRIL 8, 2025, CALL BETWEEN U.S. NUCLEAR REGULATORY COMMISSION STAFF AND SOUTHERN CALIFORNIA EDISON PERSONNEL On April 8, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a conference call with representatives of Southern California Edison (SCE). The discussion focused on the NRCs schedule to complete its environmental review regarding to the 2024 updated decommissioning funding plan (DFP) for San Onofre Nuclear Generating Station (SONGS) Independent Spent Fuel Storage Installation (ISFSI) located in San Clemente, California, specifically related to the issuance schedule pertaining to Section 107(g)(1)(B) of the National Environmental Policy Act of 1969, as Amended (NEPA). By letter dated March 27, 2024 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML24094A064), SCE, on behalf of itself, and its co-owners, including San Diego Gas & Electric, the City of Anaheim, and the City of Riverside, submitted updated DFP for SONGS ISFSI for NRC staff review.
Previously, by letters dated March 28, 2017 (ML17090A152), March 17, 2020 (ML20079J032),
March 24, 2021 (ML21091A037), March 23, 2022 (ML22084A055), March 29, 2023 (ML23094A127), and as supplemented by letter dated September 28, 2023 (ML23276A594),
SCE and its co-owners, submitted updated DFPs for 2016, 2019, 2020, 2021 and 2022 calendar years, respectively, for NRC staff review and approval. The NRC staff reviewed the updated DFP submittals for San Onofre ISFSI and documented its findings in a letter dated October 29, 2023 (ML23243A944). In support of its approval of the DFPs mentioned above, the NRC prepared an EA and its associated finding of no significant impact on August 25, 2023, which was published in the Federal Register (FR) on August 25, 2023 (88 FR 58320).

During the call, the NRC staff discussed its proposed plan on assessing and establishing a new deadline for the environmental review and indicated that it will provide SCE with an update when available. All meeting participants agreed that the extension would be acceptable. This memorandum constitutes the NRC staffs actions consistent with Section 107(g)(2) of NEPA.
